Consultancy for crisis Management Framework Review

The project will review WVI’s existing Crisis Management Framework to identify areas of potential improvement and simplification, specifically ensuring that WVI’s proposed technical practice is appropriately aligned with global industry practice, and appropriately reflects global standards in Crisis Management, Business Continuity, Organisational/Operational Resilience, and Risk Management. The project will develop a range of recommendations for the improvement of current Crisis Management practice, including the Crisis Management Framework and supporting tools, and will be used to improve all related Crisis Management, Business Continuity and Organisational Resilience business services and products, which will be undertaken by SSR subsequent to the project’s completion and recommendations.

Business Need/Problem Statement

The current Crisis Management Framework started development in 2015/16, and is now approaching 10 years in age. During this time, there has been extensive development in global Crisis Management practice and related professional disciplines, including increased mainstreaming and acceptance of Organisational Resilience, the emergence of Operational Resilience, the release of new guidelines and tools, and new international standards. Global organisations and businesses have weathered the global COVID crisis, as well as entering a more recent period of volatility and unpredictability, all of which have generated learnings that are being increasingly reflected in updated practice.

Internally, WV has experienced its own learnings from crises, including COVID and other internal events, and has also gained experience from training and implementing the Crisis Management Framework over several years.

Based on changes to external and internal contexts, and observations made during the implementation of the Crisis Management framework, it is clear that while the current framework provides generally good capability to support the organisation’s management of potentially harmful events, there is need for greater alignment and improvement to maximise the effectiveness internally, and to better align the organisation with global practice, which will both provide improved protection for WV staff, operations and business.

The role is critical for the forward development of Crisis Management and related products. Building an accurate summary of the technical application of Crisis Management in the global business environment will allow the process-improvement of now-outdated Crisis Management tools, processes, systems and trainings. Failure to deliver this project risks the Crisis Management program remaining outdated and/or out of alignment with global practice, leading to steadily-increasing risks for the organisation. Delays in the project will delay the ability of SSR to undertake this essential redesign work.

The role cannot be filled internally, as the necessary technical capacity (Crisis Management business processes and related disciplines) is highly specialised and sits with very few staff. The dedicated time required to get across sectoral approaches and global standards in technical review is significant and would be hard for one of the few technically-qualified staff members to appropriately dedicate without compromising other responsibilities. Of critical importance to the success of the role is an external perspective and understanding of the broader sector, which is not available within WV at this time, and will be critical for the quality and appropriateness of the upcoming redesign.

Proposed Solution

An external Crisis Management subject matter expert will be employed on a consultancy basis to undertake:

  • A comprehensive review of WV’s current Crisis Management framework and supporting tools and documents
  • A review of relevant and available lessons learned from WV’s Crisis Management practice
  • A benchmarking of WV’s Crisis Management framework against current global practice among international businesses and organisations, and international standards
  • A list of recommended steps to improve and better align WV’s Crisis Management practice and tools with global practice

The consultant will provide the observations, findings and recommendations in a final report to WV.
