Background and context

Tiko (previously known as Triggerise) is an organization that uses its digital platform called Tiko to motivate users – primarily young women and adolescent girls – to make positive choices. We use nudges like reminders, discounts, in person and digital follow-ups, and reward points to encourage our users to access and use healthy products and services. We also support them in becoming entrepreneurs and adding value to their economies. Tiko’s reward points can be used to redeem products and services at local shops, or as subsidies to cover the cost of sexual and reproductive health (SRH) services, removing the cost to access for the users, who are primarily 15–24-year-old adolescent girls and young women (AGYW).

Tiko has operations in the following countries: Kenya, Uganda, Ethiopia, South Africa, Zambia, Nigeria, and Burkina Faso.

Tiko is looking to source a firm(s) to support in carrying out desktop and field investigations where necessary, relating to misconduct (staff and third parties). The forms of misconduct include fraud, compliance, bribery and corruption, and safeguarding (sexual exploitation and abuse).

The relevant locations for this scope are:

1.Kenya in the following counties:

  • Nairobi, Mombasa, Kisumu, Machakos, Nakuru, Migori, Kilifi, Homabay, Bungoma, Nyamira, Kisii, Busia and Kakamega.

2.Uganda in the following districts: Wakiso and Kampala

3.Ethiopia in Addis Ababa city

4.South Africa in City of Johanesburg, Ekurhuleni and Tshwane.

5.Nigeria in Abuja

6.Burkina Faso in Ouagadougou and Bobo Dioulasso

7.Zambia in Lusaka

Firms can apply for one or more markets where they can demonstrate ability to deliver the assignments.

Scope of Work

The firm shall be required to adequately understand our operations and the roles of the different actors on the platform. The firm will therefore collect evidence of misconduct or fraud and other ad-hoc checks to support fraud, safeguarding and compliance risk management activities. These investigations or audits will be concluded and reported on within 72 hours in the cases for desktop review and within 1 week for any investigations requiring fieldwork. The firm will specifically need

  • Desktop review of automated flags assigned to them that may indicate checking the validity of the risk flag and making recommendations based on the findings thereof.
  • Discreet or scheduled fraud or misconduct investigations identifying non-compliance with our policies by platform actors.
  • Sexual exploitation and abuse investigations involving any of our actors in the field.
  • Collection of evidence through the following but not limited to surveillance, interviews, electronic evidence review, document examination, third-party checks to inform investigation findings
  • Data verification procedures at health facilities as may be required during the investigation
  • Reporting of these findings in a factual findings report

Reports from both exercises shall also contain insights noted in the field during the audits.

TECHNICAL REQUIREMENTS

The qualified firm should exhibit the following:

  • Demonstrated understanding of fraud risk management and investigation experience in the not-for-profit sector as well as potential to use technology to achieve the objectives efficiently.
  • Project team demonstrating ability to carry out fraud risk investigations, SEAH investigations and ability to handle several matters concurrently.
  • Demonstration of experience and expertise in similar assignments.
  • Providing an activity plan (project plan) of actions to achieve the objectives of the assignment, specifying budgeted hours, timelines and sequence for its consultancy procedure and level of staff to be assigned;
  • Incorporating CV’s of the proposed professional staff and the core management team proposed for the engagement and the authorized representative submitting the proposal. CVs should demonstrate relevant experience of dealing with fraud risk matters.
  • List of current and past clients where the bidder has conducted fraud risk and investigations experience along with the name of the organization, contact person, designation, and a contact number, nature of services and length of the appointment for at least three (3) International non-governmental organizations.

EVALUATION CRITERIA

Proposals will be evaluated in two parts. The experience, technical proposal and financial quotation shall bear 70% of the total marks while the references and financial capacity shall bear 30% of the total marks.

  • Proposals should make clear about the relevant skills, experience and capacity of the participant, in respect of this particular SOW.
  • Proposals must contain the details of the proposed approach to be adopted in order to deliver the service in accordance with the SOW.
  • Proposals should clearly indicate whether or not bid participants have the capacity to meet the requirements of the SOW.
  • Proposal should clearly indicate compliance with the appropriate data protection, privacy, legal, social, tax and ethical issues applicable to the country
  • Must be a registered firm in the country where they seek to provide the services.
  • A firm can bid for one or more markets depending on capacity.

Firms and individuals are invited to submit proposals for this engagement. Proposals should include the contents below and not exceed a maximum length of 15 pages, excluding annexures (budget and summary profiles of proposed personnel).

  • Cover page: Summary with basic information such as names, address, contact information, proposed budget, etc.
  • Capacity statement: A brief capacity statement as to why your firm and the team you are proposing is well positioned to undertake the engagement
  • Qualification to the scope of work: Any qualifications that you may have regarding the scope of work
  • Proposed approach: Your proposed approach to delivering on the scope of work requirements
  • Proposed personnel: The qualifications of the proposed qualifications and their experience.
  • Work plan: proposed work plan with tasks, responsible person/s and timeline
  • Budget: Total budget envelope required to deliver the work (in Kenya Shillings), and line-item breakdown of direct costs and overheads. (Preference to costing per facility or any other unit that allows for variations in the period of performance).
  • References of similar engagements undertaken by the firm in the last 5 years

The submission must be clear, concise, and complete. Applicants should submit only such information as is necessary to respond effectively to this request for proposals. Unless specifically requested, extraneous presentation materials are neither necessary nor desired.
