The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, and health.

ADPC currently cooperates with Thailand’s Department of Climate Change and Environment (DCCE) on a Green Climate Fund (GCF) Readiness project, entitled “Enhancing Thailand’s Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought,” until July 2027. The project aims to support Thailand, specifically the Department of Disaster Prevention and Mitigation and the Department of Public Works and Town & Country Planning, to strengthen the ability to anticipate and respond to climate-induced disasters. It focuses on improving disaster risk management through enhanced early warning systems, anticipatory action planning, and climate resilience financing mechanisms.

ADPC seeks a qualified candidate to support the project’s activities related to gender equality, disability, and social inclusion in the context of climate change adaptation in Thailand.

Responsibilities and Tasks:

• Integrate GEDSI principles by identifying and addressing the needs of marginalized groups throughout the project.
• Advocate for policies that incorporate GEDSI into climate adaptation.
• Review existing relevant GEDSI analyses for Thailand and conduct additional analyses as needed for the project and by the GCF national designated authority.
• Collect data and information on the impact of climate change on different social groups and integrate the findings into project activity planning and outputs.
• Design approaches for gender-responsive and inclusive stakeholder engagement.
• Integrate GEDSI into all project interventions and the pipeline of future projects, including but not limited to, ensuring equal participation of marginalized population in decision-making processes; empowering the marginalized population through capacity-building and access to resources; and supporting the marginalized population’s financial activities and access to climate-smart technologies.
• Work with the project manager and the M&E Specialist to develop gender-sensitive indicators.
• Advise the project manager in allocating dedicated resources and activities to address specific needs and vulnerabilities of the different population groups and support their participation in the decision-making process.
• Advise the project manager and the project team in ensuring that the project is implemented in accordance with the applicable requirements of GCF’s Gender Policies.
• Collaborate with women’s organizations and GEDSI experts.
• Help ensure gender-responsive budgeting and tracking of resource allocation to address the needs of both men and women.
• Deliver training sessions on gender/GEDSI mainstreaming and gender-responsive budgeting in climate change adaptation efforts to the project team and the external stakeholders.
• Contribute to project reports, especially on the sections dedicated to the gender-responsive budgeting and gender mainstreaming needs and recommendations for Thailand.
• Provide inputs on the design, development, and dissemination of communications materials.

Specific Outputs:

• Comprehensive report on GEDSI analysis in Thailand’s climate vulnerability and risk assessments, climate surveillance, early warning, and anticipatory actions; The report must include dedicated sections on the differentiated impacts of climate change in the vulnerable communities, existing GEDSI gaps, barriers, and areas for improvement, and the gender-responsive budgeting and GEDSI mainstreaming needs. (Deliverables #1)
• GEDSI action plan for the project, including gender-sensitive indicators, gender-responsive budgeting and tracking, approaches for gender-responsive and inclusive stakeholder engagement, and a collaboration plan with women organizations (Deliverables #2)
• A report on the capacity gaps of the key national stakeholders related to GEDSI in climate change adaptation and disaster risk management of the key national stakeholders (Deliverables #3)
• Training modules on GEDSI mainstreaming and gender-responsive budgeting for climate change adaptation and disaster risk management, with emphasis on climate vulnerability and risk assessments, climate surveillance, early warning, and anticipatory actions (Deliverables #4)
• Recommendations on GEDSI mainstreaming and gender-responsive budgeting for Thailand, synthesizing all the findings of the project (Deliverables #5)

Working Principles:

The Consultant will report to ADPC’s Project Manager of the Enhancing Thailand’s Capacity for Climate Adaptation through Risk-informed Anticipatory Actions to Flood and Drought project, while working closely with other team members of the project as well as external partners.

Qualifications:

The Consultant is expected to possess the following qualifications.

• Minimum 5 years of professional experience integrating gender equality, disability, and social inclusion into programs and policies.
• Strong understanding of international GEDSI frameworks, and their application to climate adaptation and resilience efforts in Thailand.
• At least a Bachelor’s degree in social science, gender studies climate/environmental policy, public policy, governance, business administration, political science. A Master’s degree in the area related to GEDSI is preferred.
• Demonstrated working experience or engagement with Thai Government agencies will be considered favorably.
• Fluency in Thai (reading, writing, and speaking) will be considered favorably.
• Strong English communication skill is required.
• Proven experience of working in a diverse and multicultural environment is preferred.
• Proven ability to work with tight deadlines and flexibility is preferred.
• Strong interpersonal skills are desirable.

Duty Station: Home-based with occasionally meetings at ADPC Office in Bangkok and at stakeholders’ offices

Duration: The duration of this assignment would be 19 months between December 2025 – June 2027

Itinerary: Official travel may be required; all work-related travel costs will be covered by ADPC such as economy class flight ticket, land transportation, DSA and other related costs as applicable as per the ADPC policies.

Condition of payment: The Payment will be made based on completion of key Deliverable outputs, as per the payment schedule given below. All payments will be credited to the bank account provided by the Consultancy.
