About the Role
Norwegian Church Aid (NCA) is seeking a dynamic and strategic Regional Advisor for Strategic Partnerships to lead donor engagement and proposal development across a designated region. This role is central to strengthening NCA’s institutional fundraising capacity by cultivating strategic donor relationships and supporting country offices in designing high-quality, competitive proposals.
The successful candidate will work closely with country offices and head office teams, covering a cluster of countries. We are looking for a strategic thinker with a proven track record in donor engagement and fundraising in complex humanitarian and development contexts.
Key Responsibilities
1. Donor Engagement and Strategic Positioning (30%)
- Support Country Offices in updating and enhancing their Funding and Engagement Plans (FEPs).
- Develop and implement regional donor engagement strategies aligned with FEPs.
- Build and maintain relationships with institutional donors, private sector partners, embassies, UN agencies, funding platforms, and strategic partners.
- Coordinate with Country Directors and SPD to engage donors through meetings, briefings, events, and strategic dialogues.
- In coordination with Country Directors and SPD , represent NCA in high-level donor coordination forums and strategic networks to enhance visibility and influence.
2. Strategic Opportunity Design and Development (20%)
- Conduct donor mapping and market analysis to identify new funding opportunities.
- Share insights on donor strategies, policies, and funding trends with internal stakeholders.
- Translate programmatic ideas into compelling, donor-aligned funding proposals that reflect innovation and strategic priorities.
- Equip country teams with donor intelligence to drive funding growth and resilience.
3. Proposal Development and Coordination (50%)
- Support Country Offices in planning, coordinating, writing, and submitting high-quality proposals.
- Coordinate multi-country or regional proposal efforts when applicable.
- Provide training and coaching on donor requirements, proposal writing, consortium establishment and compliance.
- Review and edit proposals to ensure alignment with donor expectations and NCA standards.
- Facilitate lessons learned processes to improve proposal quality and effectiveness.
- Collaborate with SPD to develop tools, templates, and best practices for resource mobilization.

Qualifications and Experience
- Minimum 7 years of experience in the humanitarian or development sector, with at least 5 years in institutional fundraising.
- Proven success in donor engagement and proposal development.
- Strong understanding of institutional donor strategies and requirements (e.g., Gulf donors, UN, EU, FCDO, Sida, SDC, GIZ). Experience with private sector or foundations is an asset.
- Familiarity with civil society dynamics in the region.
- Experience working in complex, multi-country contexts.
- Excellent communication, networking, and facilitation skills.
- Fluency in English; Arabic is an asset.

In accordance with core humanitarian principles, NCA implements a range of safeguards to prevent or reduce the possibility of humanitarian aid falling into the wrong hands. This includes those individuals and groups who are subject to sanctions by the United Nations Security Council. As part of this process, NCA will screen the details of the successful candidates for this post against the sanction’s lists maintained by the UN and by some of NCAs governmental donors.
