Missions principales

L’Administrateur ou Administratrice assure la gestion de l’ensemble des procédures administratives et comptables du projet pour EMERGENCY, organisation internationale indépendante et neutre fondée en 1994. Il/elle coordonne, supervise et accompagne le personnel non médical, organise le travail et assure la formation en cours d’emploi. Sous la responsabilité du Directeur Pays, il/elle communique régulièrement avec le Département des Opérations Terrain au siège. Ses missions incluent la tenue rigoureuse de la documentation administrative et comptable, y compris celle exigée par les auditeurs et les bailleurs potentiels ; la gestion correcte de la caisse, des comptes bancaires et le rapprochement mensuel des comptes ; la gestion administrative du personnel national (salaires, contrats, congés, permissions). Il/elle prépare le rapport mensuel (trésorerie, états financiers, dossiers de rapports) et le présente ponctuellement au siège, en signalant tout écart par rapport au budget approuvé. Il/elle collabore avec le Directeur Pays et le siège à l’élaboration du budget annuel, appuie la rédaction de propositions de projet pour les bailleurs institutionnels et assiste le Directeur Pays lors des audits des agences donatrices.

Profil recherche

Le poste requiert un diplôme en comptabilité ou une licence en économie, sciences politiques ou relations internationales, ainsi qu’au moins deux ans d’expérience pertinente dans le domaine administratif. Une familiarité avec les directives et procédures financières des principaux bailleurs (UE, MAECI, agences des Nations unies) est un atout. Le candidat doit maîtriser la gestion de la petite caisse, la gestion des recettes et paiements, ainsi que le rapprochement des comptes bancaires et des relevés de caisse. Ce rôle exige rigueur, autonomie, capacité de coordination et sens de la confidentialité dans un contexte humanitaire.

Conditions proposées

Le contrat est un CDD de six mois, dans le cadre d’un poste roster pour la Sierra Leone, le Soudan, le territoire palestinien occupé, l’Ukraine ou l’Afghanistan. Il comprend un salaire mensuel, les frais de voyage, la pension et le logement, une couverture assurance (responsabilité civile, santé et accidents), ainsi qu’une période de congés payés à prendre à la fin de la mission, en accord avec le Coordinateur. La disponibilité requise est de six mois à l’étranger, incluant cette période de congé final.

ROSTER POSITION FOR: Sierra Leone, Sudan, OPT, Ukraine, Afghanistan

TYPE OF CONTRACT: fixed term contract (6 months), which includes a monthly salary, travel expenses, board and lodgings, insurance cover (liability, health and accident insurance), a period of paid leave to be taken at the end of the mission.

The Administrator is responsible for the management of all the administrative and accountancy procedures of the project.

BACKGROUND AND ORGANISATION OF WORK

The Administrator co-ordinates, supervises and works alongside the non-medical staff, managing the organisation of work and providing them with on-the-job training.

The Administrator is responsible to the Country Director and he/she is in regular communication with the Field Operations Department (HQ) regarding all aspects of the job.

DUTIES AND REPONSIBILITIES

Her/his main duties and responsibilities will be:

to ensure all the administrative and accountancy documentation of the project is kept correctly, including that required by the auditors and possible donor organisations;
to ensure the correct management of cash, bank accounts, and the reconciliation of accounts on a monthly basis;
to ensure the correct administrative management of the national staff (salaries, contracts, holidays, permissions…);
to prepare the monthly report (cash flow, statements and reports file…) and present it punctually to HQ, highlighting any possible gaps in the approved budget;
to collaborate with the Country Director and HQ in drafting the annual budget for the project;
to assist the Country Director in drafting project proposals for institutional donors;
to assist the Country Director during audits carried out by donor agencies.

SPECIFIC REQUIREMENTS

Diploma in Accountancy or bachelor degree in Economics, Political science or International relations;
at least 2 years’ relevant work experience in the administration field;
familiarity with the financial guidelines and procedures of the main donor agencies (EU, MAECI, UN agencies…) would be an advantage;
experience in managing petty cash;
experience in managing revenue and payments;
experience in reconciling bank accounts and cash records.

REQUIRED AVAILABILITY
6 months’ overseas stay including a period of leave to be taken at the end of the mission in agreement with the Coordinator.
