Missions principales

Le/la Country Administrator coordonne et supervise les activités administratives et comptables d’EMERGENCY dans le pays. Sous la responsabilité hiérarchique du Country Director et fonctionnelle du Administration Manager du Field Operations Department (siège), il/elle appuie les Field Administrators, garantit la liquidité des projets et coordonne les demandes mensuelles de financement. Il/elle veille à l’application des procédures administratives, standardise les bureaux des projets par des formations et réalise des missions de suivi. Il/elle signale les anomalies au Desk administratif du siège (FOD). Il/elle participe à l’élaboration du budget annuel avec le Country Director et le siège en Italie, assure la continuité administrative lors des passations et en l’absence de personnel international. Il/elle soutient le Grant Manager pour les propositions de financement et l’affectation des coûts, assiste la rédaction des MEMOs projet, appuie le Field Procurement Manager pour les achats, collabore avec le Field HR Manager sur la législation du travail et garantit la conformité fiscale.

Profil recherche

Le poste exige un diplôme universitaire en économie, finance ou équivalent et une expérience en coordination administrative, de préférence en ONG. Une expérience avérée en élaboration budgétaire et suivi des coûts est requise, ainsi qu’en tenue de caisse, gestion des flux de trésorerie multi-projets et rapprochement bancaire. Le/la candidat(e) doit maîtriser les procédures des principaux bailleurs institutionnels (UE, MAECI, agences des Nations unies), faire preuve d’excellentes compétences organisationnelles et de gestion d’équipe, et avoir une excellente maîtrise de Microsoft Excel. Des connaissances en coordination, suivi-évaluation, logistique, achats et conformité RH/fiscale sont attendues dans un contexte humanitaire.

The Country Administrator coordinates and supervises all of EMERGENCY's administrative and accounting activities in the country.

The Country Administrator reports hierarchically to the Country Director and functionally to the Administration Manager of the Field Operations Department (HQ).

MAIN DUTIES AND RESPONSIBILITIES

The Country Administrator will:

• Support the Field Administrators in the country;

• Ensure adequate liquidity for projects and coordinate monthly funding requests;

• Ensure the correct implementation of administrative procedures;

• Standardise the administrative offices of the various projects through regular training of the staff;

• Conduct regular project monitoring missions;

• Report any discrepancies to the Administrative Desk at headquarters (FOD)

• Collaborate with the Country Director and HQ in Italy on the preparation of the annual budget;

• Ensure the smooth running of the administrative offices during the handover phase and in the absence of international administrative staff;

• Support the Grant Manager in the preparation of funding proposals and the correct allocation of costs to the various grants

• Support and assist the Grant and Financial Reporting Department in drafting project MEMOs to ensure the correct allocation of costs

• Support the Field Procurement Manager in applying the purchasing procedures set out in the Emergency operating manual

•Collaborate with the Field HR Manager to ensure compliance with labour legislation in the country

• Ensure compliance with the tax regulations in force in the country

SPECIFIC REQUIREMENTS

• University degree in Economics, Finance or equivalent title

• Previous experience in an administrative coordination role, preferably gained within an NGO;

• Experience in budget drafting and cost monitoring is required;

• Excellent organisational and team management skills;

•Good knowledge of the funding guidelines and procedures of the main institutional donors (EU, MAECI, UN agencies, etc.);

• Experience in keeping cash accounts;

• Experience in managing the cash flow of multiple projects;

• Experience in reconciling bank and cash accounts;

• Excellent command of Microsoft Excel.
