Missions principales

Sous la supervision du Protection Team Leader - Child Protection, le/la Protection Assistant – Child Protection – Case Management met en œuvre la gestion de cas de protection de l’enfance à Tripoli selon la politique de DRC, les SoP Libye et les Standards minimums. Il/elle fournit des services directs, dont le soutien psychosocial, réalise et accompagne les références, participe aux formations et au coaching, et assure le fonctionnement des espaces amis des enfants et mécanismes communautaires. Il/elle collabore avec les équipes MEAL, assure la saisie et l’analyse confidentielle des données de gestion de cas, utilise les outils de reporting et peut représenter DRC auprès des bénéficiaires, communautés, agences, prestataires et autorités. Il/elle soutient la coordination logistique, administrative, financière ou sécuritaire et respecte les politiques internes.

Profil recherche

Le poste exige au moins 1 an d’expérience humanitaire, idéalement en protection de l’enfance ou auprès d’enfants. Une expérience en gestion de cas de protection de l’enfance est préférée ; d’autres services individualisés, communautaires ou CFS sont un atout. Le/la candidat(e) doit connaître les standards internationaux de protection et droits humains, les Standards minimums de protection de l’enfance, et démontrer sa capacité à représenter une organisation humanitaire et à bâtir la confiance. La maîtrise de MS Office, une sensibilité culturelle et l’aptitude à travailler avec tous les groupes vulnérables, y compris migrants et réfugiés, sont attendues. Un diplôme universitaire en sciences sociales, sociologie, développement communautaire, communication, affaires humanitaires ou domaine connexe est requis ; une formation axée sur l’enfance est préférée. L’arabe courant et un bon anglais professionnel sont nécessaires. Compétences DRC : excellence, collaboration, prise d’initiative.

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Assistant - Child Protection - Case Management.

About the job

DRC will provide child protection services for children in Tripoli to respond to the pressing humanitarian needs. To prevent and respond to the risk of exploitation, violence, abuse and harm, DRC will establish Child Friendly Spaces to provide essential prevention activities, such as awareness raising and psychosocial support activities, as well as to ensure early identification and referrals of children at risk. The Protection Assistant – Child Protection Case Management will implement DRC Child Protection case management activities in accord with DRC’s Child Protection Policy, DRC Libya specific SoPs and the Child Protection Minimum Standards.

As a part of a comprehensive CP programme, the Protection Assistant Child Protection Case Management will be expected to create an enabling environment for CFS and community-based child protection activities; as well as other interventions identified as relevant per DRC’s Protection Strategy for Libya.

Your main duties and responsibilities will be:

Programming & Operations

Under the guidance of the Protection Team Leader - Child Protection implement child protection case management in accord with DRC’s Child Protection Policy, DRC Libya specific SoPs and the Child Protection Minimum Standards.
Participate in trainings, supervision and ongoing coaching with regularity and preparation; and incorporate relevant follow up and technical advice in day to day implementation
Provide direct services including PSS in accord with ongoing technical support by the Protection Team Leader Child Protection in collaboration with the Protection Specialist for Child Protection and the Protection manager
Make, enable and accompany referrals in accord with DRC’s Child Protection Policy, DRC Libya specific SoPs and the Child Protection Minimum Standards.
Adhere to roles and responsibilities of all DRC staff in ensuring the child friendly safe spaces and community based mechanisms are run as per the Child Protection in Minimum Standards, DRC’s Child Protection Policy and DRC Libya specific SoPs
Conduct activities relevant for the evolution of the Child Protection and overall Protection programme per the request of the line manager in a manner consistent with trainings and technical guidance
In coordination with the Team Leader (and Officer), use solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities

Reporting

Respect data confidentiality and protection at the highest standard
Complete data entry and analysis for internal and, if relevant, inter-agency case management data management in a timely and accurate manner
Ensure proper use of tools and online platforms provided for effective reporting, in adherence with orientation and coaching by the Team Leader and PIM officer
Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target areas.

Coordination and representation

In coordination with the Program Manager and the Protection Team leader, represent DRC to a range of stakeholders including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
Collaborate and integrate with other DRC sectors during field implementation as needed and advised by the Protection Team leader.
Ensure interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

Operations support

Support the coordination of program activities as they relate to logistics, administration, finance, or security as relevant, in coordination with the relevant departments.
Ensure compliance with the relevant internal policies and directives.

About you

To be successful in this role we expect you to have at least 1 year of professional experience in humanitarian interventions, preferably in child protection or a field requiring close work with children. Experience in related fields such as MHPSS and General Protection would also be considered.

Moreover, we also expect the following:

Experience in child protection case management preferred, experience in other individualized service or community and CFS aspects of CP programming also an advantage
Demonstration of the competencies of the Child Protection in Humanitarian Action framework will be considered in the recruitment process.
Familiarity with international protection and human rights legal standards, and CP Minimim Standards.
Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust
Basic use of MS Office applications
Strong cultural awareness and sensitivity, ability, and willingness to work with all population groups, including vulnerable migrants and refugees.
Field-oriented attitude and strong humanitarian spirit.
University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field. An educational background specifically requiring work with children will be preferred.
Fluency in written and spoken Arabic.
Good Working knowledge of English.
