Missions principales

Le/la Chargé(e) de programme communautaire agit comme personne focale pour le parrainage et la mise en œuvre des programmes auprès des partenaires et des communautés. Il/elle établit des relations solides avec les communautés, les enfants, les familles, les enfants parrainés et les partenaires. Il/elle facilite la mobilisation communautaire, les consultations et la mise en œuvre de projets alignés sur les priorités identifiées. Il/elle documente systématiquement les activités, les leçons apprises et les histoires de succès, et communique les progrès aux parties prenantes. Il/elle assure la conformité financière, soutient les partenaires dans la gestion financière et renforce les capacités organisationnelles. Il/elle conduit des visites terrain, des séances de réflexion et la collecte de données pour l'apprentissage, le reporting et l'amélioration des programmes. Il/elle coordonne avec les partenaires, consultants, prestataires, autorités et équipes internes pour une mise en œuvre intégrée. Il/elle soutient les programmes de moyens de subsistance et d'entrepreneuriat social, et garantit le respect des politiques de sauvegarde, de protection de l'enfance, de PII/PSEAH, de confidentialité et de gestion des données.

Profil recherche

Le/la candidat(e) doit être titulaire d'une licence en sciences sociales, études du développement ou domaine connexe, justifier d'au moins 3 ans d'expérience en parrainage ou en développement dans une ONG internationale, et avoir un historique de réussite à un niveau similaire. Une expérience dans la planification et l'animation de formations/ateliers est requise, ainsi qu'une maîtrise des systèmes de gestion de données, de la traduction et de la saisie de données. La personne doit avoir une bonne connaissance des enjeux, tendances et défis du développement, et savoir interpréter et contextualiser des données pour éclairer les initiatives. Des compétences en communication efficace, en analyse, en administration, en facilitation, en négociation et en résolution de problèmes sont indispensables. Le poste exige un esprit d'équipe, de bonnes capacités rédactionnelles, une gestion du temps rigoureuse et une excellente maîtrise de l'anglais écrit et oral.

Conditions proposées

Le poste est basé à Sohag, en Haute-Égypte, avec un travail sur site. Le/la titulaire relève du Community Programme Coordinator. Le grade du poste est Hay Level 12. Plan International started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.

Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.

THE OPPORTUNITY

You will serve as Plan International Egypt’s focal person for both sponsorship and program implementation at the umbrella partner and grassroots level. You will be responsible for building Plan International relationship with the community, children, families, sponsored children (SCs), and partner organizations; facilitating and handling community mobilization activities and program/project implementation; and cascading consultations with communities to identify priority areas for program implementation.

In addition, you will ensure systematic documentation and communication of activities, capturing progress, lessons learned, and success stories to inform stakeholders and strengthen visibility. Also, you will be accountable for financial review and settlement of project activities, ensuring strict compliance with Plan International’s policies and procedures, and supporting partner organizations in meeting financial management standards.

KEY RESPONSIBILITIES

  • Build and maintain strong relationships with communities, children, families, sponsored children, and partner organizations.
  • Facilitate community mobilization, consultations, and implementation of programs/projects based on identified community priorities.
  • Document activities, lessons learned, success stories, and provide timely progress updates to stakeholders.
  • Coordinate media visibility efforts while ensuring compliance with safeguarding, gender equality, and inclusion standards.
  • Ensure financial compliance, support partner financial management, and strengthen organizational capacity.
  • Deliver capacity-building initiatives, sponsorship awareness sessions, and continuous partner performance support.
  • Conduct field monitoring visits, reflection sessions, and collect data to support learning, reporting, and program improvement.
  • Coordinate with partners, consultants, service providers, government stakeholders, and internal teams for integrated program delivery.
  • Support livelihoods and social entrepreneurship programs within target communities.
  • Ensure compliance with safeguarding, PII/PSEAH, data privacy, and confidentiality requirements.
  • Facilitate implementation of Plan projects in sponsored child (SC) communities in collaboration with key stakeholders.
  • Undertake additional responsibilities as assigned by the supervisor to meet organizational needs.
  • Ensure compliance with Plan International’s Child Protection and Gender Equality policies, including staff awareness and reporting procedures.
  • You will be trusted to take on additional assignments within the scope of work as assigned by your supervisor on need basis.

What we are looking for:

  • Someone with bachelor's degree in Social Sciences, Development Studies or similar field.
  • Should have at least 3 years sponsorship or development experience with a proven record of success at a similar level preferably in an INGO sector.
  • Should be experienced in planning and facilitating trainings/workshops.
  • Should be experienced in data management systems.
  • Someone experienced in both translation and data entry.

  • Able to provide support to sponsorship communications team members when needed.
