Le poste de Senior Programme Associate (chargé de programme senior) au sein du portefeuille Labour Mobility and Social Inclusion (LMI) est basé à Hargeisa (Somaliland) ou Bosaso, sous la supervision générale de l'adjoint au chef de mission, la supervision directe du gestionnaire de programme LMI et la supervision administrative du chef de sous-bureau. Overview of position

​​Since 2006, our client has implemented humanitarian and development programmes across Somalia. Through its Labour Mobility and Social Inclusion (LMI) portfolio, our client works with government, diaspora, private-sector and development partners to strengthen labour migration governance, develop skills and employment opportunities, and harness diaspora knowledge and investment for inclusive development.

A dedicated presence in Hargeisa is required to support the effective implementation and coordination of these workstreams in Somaliland, maintain engagement with relevant counterparts and partners, and ensure that programme activities are delivered in line with approved workplans and commitments.

Role objectives

Responsibilities and Accountabilities

  1. ​​Independently coordinate and oversee the implementation of assigned LMI projects against approved workplans, outputs, targets and donor requirements. Identify delivery challenges, recommend corrective action and follow up on agreed measures to support achievement of agreed results.
  2. ​Coordinate and monitor the financial, administrative and operational aspects of assigned projects, including budget utilisation, procurement, logistics and project documentation, analyse variances and operational risks and recommend corrective actions for timely resolution.
  3. ​Coordinate assigned project activities relating to employment creation, entrepreneurship, skills development, labour mobility, private-sector engagement, diaspora investment and economic inclusion, in collaboration with relevant stakeholders, supporting timely delivery of planned outputs.
  4. ​Facilitate coordination and maintain effective partnerships with government counterparts, private sector actors, UN agencies, donors, civil society organisations, diaspora networks and other relevant stakeholders to support programme implementation and promote labour migration governance.
  5. ​Plan and coordinate capacity-building activities, technical workshops, consultations and dialogue forums, document agreed outputs, monitor follow-up actions and stakeholder commitments to support implementation objectives.
  6. ​Research, analyse and present information on labour market trends, labour migration, employment, private sector development, diaspora engagement and relevant national and regional policy developments to inform programme implementation and planning.
  7. ​Draft and review correspondence, briefing notes, presentations, donor reports and other programme documentation, ensuring timely and accurate reporting in accordance with our client and donor requirements.
  8. ​Monitor project performance against agreed indicators, document results, good practices and lessons learned, and contribute inputs to knowledge products, concept notes and project proposals for programme effectiveness.
  9. ​Provide procedural guidance to project staff and consultants and monitor the performance of Implementing Partners (IP) and service providers against agreed deliverables, contractual requirements and our client standards, supporting compliance and delivery.
  10. ​Perform such other relevant duties as maybe assigned.​

Project reporting

HARGEISA - Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the LMI Programme Manager, and the administrative supervision of the Head of Hargeisa Sub-Office, the Senior Programme Associate – Labour Mobility and Social Inclusion (LMI) will be responsible and accountable for coordinating the implementation of assigned LMI projects in Hargeisa. The role will work closely with the Resource Management Unit (RMU) and other relevant client units to ensure delivery in accordance with approved workplans, budgets, donor requirements and our client procedures.
