Annonce complète dans sa langue d’origine

IOM South Sudan implements a broad portfolio of programmes across humanitarian coordination and response, resilience, peacebuilding, transition and development, working closely with the Government of South Sudan, communities, development partners and other stakeholders. Within its community resilience portfolio, IOM implements programmes aimed at strengthening resilience to climate-related shocks, disaster risk and displacement, including the Regional Climate Resilience Program (RCRP), implemented in partnership with the Government of South Sudan with financing from the World Bank. The programme seeks to strengthen flood resilience and reduce the impacts of flooding in targeted areas of South Sudan through flood risk management, climate-resilient infrastructure and strengthened institutional capacity.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Project Manager (Community Resilience) in Juba, and in close coordination with relevant IOM units and government counterparts, the Project Officer (Disaster Risk Management (DRM)) will be responsible and accountable for supporting the implementation of DRM and flood resilience activities under Regional Climate Resilience Program (RCRP) and across IOM South Sudan's community resilience portfolio. The Project Officer (DRM) will provide technical support on flood risk assessments, hydrological and hydraulic studies, infrastructure design and implementation of flood mitigation works, including dykes, drainage systems, culverts, embankments and other climate-resilient infrastructure. The Project Officer (DRM) will also support the technical review of designs and specifications, monitoring of construction works and quality assurance activities, and assist with the coordination of DRM governance and institutional capacity-building activities, and support the integration of disaster risk reduction and climate resilience into programme planning and implementation.

Provide technical support for the planning, design, and implementation of flood risk management and climate-resilient infrastructure under RCRP, including dykes, drainage systems, culverts, embankments, and related works, to support technically sound, climate-resilient, and sustainable investments.
  2. Review and provide technical inputs to flood risk assessments, hydrological and hydraulic modelling, feasibility studies, engineering designs, drawings, technical specifications, bills of quantities and other technical documentation, identifying issues and recommending appropriate technical solutions in accordance with applicable standards and project requirements.
  3. Monitor the implementation of flood mitigation infrastructure through regular field visits and technical reviews, assessing construction progress, quality of works and compliance with approved designs, specifications, environmental and social requirements and agreed workplans, and flagging technical or implementation issues and recommending appropriate corrective actions to the Project Manager.
  4. Support technical coordination with the Government of South Sudan, engineering consultants, contractors and other relevant stakeholders on infrastructure design and implementation, flood risk management and DRM, including through participation in technical meetings, site inspections and review processes.
  5. Support the development and implementation of disaster risk management and institutional capacity-building activities, including DRM training, risk-informed planning, preparedness, operation and maintenance arrangements and strengthening of relevant national, state and local government structures.
  6. Support the integration of disaster risk reduction, climate change adaptation, environmental sustainability, community engagement, protection and inclusion considerations into infrastructure planning, design and implementation, supporting resilient and sustainable programme outcomes.
  7. Monitor assigned technical and programme activities and prepare technical inputs for project reporting, including progress updates, technical briefs, presentations and other documentation, identifying implementation constraints, risks and emerging issues and proposing appropriate follow-up actions to the Project Manager.
