Presentation du poste
Ce poste de chef de projet, basé à Kapoeta East (Soudan du Sud) à 100 % sur le terrain, relève du directeur pays de VSF Germany. Il s'inscrit dans un programme de sécurité alimentaire et de moyens d'existence soutenu par l'UE, le PAM et la Fondation Enjojo, auprès de communautés pastorales vulnérables.
Missions principales : le titulaire assure la planification, la mise en œuvre, le suivi et la coordination du projet. Il élabore les plans de travail et les prévisions financières, veille au respect des budgets et des procédures des bailleurs et du gouvernement, et supervise la gestion administrative et financière. Il est responsable de la gestion de l'équipe projet, de la conduite des évaluations des besoins et de la mise en place de mécanismes de redevabilité envers les populations affectées, incluant les dispositifs de plainte et de retour d'information. Il représente VSFG auprès des partenaires, des autorités locales et des forums de coordination, et assure la liaison avec l'UE, le PAM, la Fondation Enjojo et les structures communautaires. Il coordonne également le suivi-évaluation, la documentation des bonnes pratiques et des histoires humaines, et contribue à la rédaction de propositions de nouveaux projets.
Profil recherché : le candidat doit être titulaire d'une licence en sciences sociales, gestion de projet, agriculture, gestion des ressources naturelles, médecine vétérinaire ou production animale, avec une préférence pour un master. Une expérience minimale de huit ans en gestion de projet dans les domaines de la sécurité alimentaire, des moyens d'existence et du renforcement de la résilience est exigée, dont au moins un à deux ans en contexte international dans des environnements affectés par les conflits, de préférence dans la Corne de l'Afrique et au Soudan du Sud. Une connaissance des standards LEGS, de la santé animale communautaire, des approches participatives et des enjeux transversaux (genre, VIH/SIDA, égalité, réduction des risques) est requise. Le poste exige d'excellentes compétences en communication, un leadership avéré, une capacité à travailler dans des environnements isolés et instables, et un engagement en faveur du travail d'équipe.
Conditions proposées : contrat à durée déterminée de 12 mois renouvelable selon la performance, avec prise de fonction prévue le 15 septembre 2026. Le poste est entièrement basé sur le terrain, avec des déplacements vers les sites du projet. Vétérinaires Sans Frontières - Germany (VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, Uganda and Somalia.
VSF Germany seeks to recruit qualified and well experienced staff for the position of Project Manager (1 Position) to be based at VSF Germany Office at the field location Kapoeta East, South Sudan with 100% field base. The holder of this position will have an overall environmental and social safeguards oversight for this project.
Determined by the level of experience as assessed during the recruitment process.
Principal Duties and Responsibilities
This position will be assigned the following duties and responsibilities:
- The incumbent will be responsible for the project planning, management, monitoring and implementation.
- Ensure the project implementation progress is in line with the activity work plan and budget plan.
- Ensure that donor and government regulations are adhered to and that necessary administrative, financial and implementation controls are observed.
- Manage the project budget ensuring strict monitoring on all expenditure.
- Participate and contribute to relevant project related network and links.
- Ensuring effective communication and collaboration between partners. Act as the primary liaison with the EU, WFP, Enjojo Foundation, local government stakeholders, and community governance structures.
- Develop work plans, financial projections and verify all financial reports as per approved budget.
- Manage the flow of technical reports and compilation of the same in the project narratives for internal and donor reporting and review financial reports as per allocated budget and expenditures.
- Support internal and external monitoring and evaluation exercises including donor and government visits.
- Manage the project team with clear guidance in the different components of the project implementation
- Detect needs in the areas of intervention and conduct needs assessments
- Collaborate with other VSF G other running projects in the area and government counterpart at all levels
- Consider cross cutting issues during project activity implementation such as accountability to affected populations, Do No Harm, community complaint and feedback mechanisms, etc.
- Represent VSFG and EU project in various project forum and networking levels.
- Documentation and capturing best practices/human interest stories etc.
- Contribute to need assessment and new proposal writing through providing necessary data and information from the field
Experience, Skills and Knowledge Requirements
- A Bachelor Degree in Social Sciences, Project Management, Agriculture, Natural Resources Management, Veterinary Medicine, or Animal Production with strong demonstrable experience in managing food security, livelihoods, and resilience building programmes with particular focus on rural livelihoods/pastoral/livestock programs. A Master’s degree qualification will confer an added advantage.
- Minimum eight (8) years of experience in project management, preferably in food security, livestock, and resilience-building programs in conflict/post-conflict settings.
- Minimum of one-two years of proven experiences of international engagement in the program or project management in the conflict prone and pastoralists set up environment in the Horn of Africa Region preferably in the South Sudan.
- Proven leadership in managing multi-stakeholder projects; familiarity with EU funding.
- Team leadership experience preferred and proven people management skills.
- Strong knowledge of LEGS standards and community-based animal health.
- Excellent communication skills; Ability to work in remote, insecure environments.
- Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
