Missions principales

Le chef de projet pilote le déploiement de PIMS, un système de gestion de la santé primaire, de la pharmacie et des stocks pour le dernier kilomètre de la chaîne d’approvisionnement. Il coordonne une équipe transversale et des parties prenantes aux États-Unis, en Jordanie, en Croatie et au Kenya afin de sécuriser des partenaires et prestataires, de mettre en œuvre PIMS et de favoriser la fidélisation. Il définit le périmètre, les objectifs et les livrables, planifie les échéances et jalons, suit les indicateurs et résout les problèmes. Il élabore les critères de succès, produit des rapports d’avancement, gère les risques, les dépendances et le chemin critique, et veille au respect du budget, des délais, de la qualité et du périmètre. Il estime les ressources, prépare les propositions budgétaires, négocie la mobilisation du personnel et évalue le besoin de consultants. Il dirige le projet de bout en bout, délègue, arbitre les conflits, gère les changements et prépare des plans de contingence. Il encadre et motive l’équipe, documente les leçons apprises et entretient les relations utiles à la réussite du projet.

Profil recherche

Le poste exige généralement un bachelor en administration des affaires, informatique, génie informatique ou génie logiciel, ou une combinaison équivalente. Un MBA est préféré. Le candidat doit justifier de plus de 7 ans d’expérience dans la conduite de projets complexes, multisectoriels, dont au moins 3 ans avec des responsables ou directeurs. Une certification PMP ou Prince2 est requise. Les compétences clés incluent la gestion de projet, l’influence et la négociation, l’obtention de résultats, la résolution de problèmes, la gestion et le développement des personnes, la finance et l’intégrité. La maîtrise de Microsoft Office, des logiciels de gestion de projet, de diagrammes/processus, de conférence et statistiques est nécessaire. Le poste demande de solides capacités de dépannage et de recherche technique, la communication d’informations techniques à des utilisateurs non techniques, la gestion des ressources, l’adaptation à des priorités changeantes et un travail efficace sous pression.

International Medical Corps has developed PIMS, a customizable and flexible primary health, pharmacy and inventory management automation system designed for the last mile of the supply chain. PIMS enhances operational efficiency, controls costs and improves patient care by reducing paperwork for healthcare providers and maintaining optimal inventory levels, even in challenging environments. The Project Manager will be working with a team of professionals across the US, Jordan, Croatia, Kenya, etc. to successfully acquire partners and vendors, implement PIMS, and ensure success for loyalty retention.

JOB SUMMARY: The Project Manager is responsible for leading a cross departmental team to fulfill project goals and objectives. This position is responsible for managing risk, quality and progress of projects to organizational standards, and ensures projects are completed on time, on budget, to quality standards, and within agreed scope. The projects will tend to be medium to high complex in nature, has multi-department to enterprise-wide impact, and require a medium to large body of project resources.

MAIN TASKS AND RESPONSIBILITIES

• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.

• Effectively, communicate project expectations to team members and stakeholders in a timely and clear fashion.

• Liaise with project stakeholders on an ongoing basis.

• Set and continually manage project expectations with team members and other stakeholders.

• Plan and schedule project timelines and milestones using appropriate tools.

• Track project milestones and deliverables.

• Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.

• Define project success criteria and disseminate them to involved parties throughout project life cycle.

• Conduct project postmortems (i.e. lessons learned) and create recommendations reports to identify successful and unsuccessful project elements.

• Estimate the resources and participants needed to achieve project goals.

• Draft and submit budget proposals and recommend subsequent budget changes where necessary.

• Where required, negotiate with other department managers for the acquisition of required staff time.

• Determine and assess need for additional staff and/or consultants and make the appropriate recruitment if necessary, during project cycle.

• Direct and manage project development from beginning to end.

• Develop full-scale project plans and associated communications documents.

• Delegate tasks and responsibilities to appropriate project team members and staff.

• Identify and resolve issues and conflicts within the project team.

• Identify and manage project dependencies and critical path

• Develop and deliver progress reports, proposals, requirements documentation, and presentations.

• Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

• Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.

• Build, develop, and grow any business relationships vital to the success of the project.

Job Requirements

MINIMUM QUALIFICATIONS

• Typically, a Bachelor's degree in Business Administration, Computer Science, Computer Engineering, Software Engineering. Equivalent combination of relevant education and experience may be substituted as appropriate.

• Master of Business Administration is preferred

• 7+ years hands on experience in leading medium to highly complex department and/or enterprise projects spanning across multi-disciplined areas, including 3+ years working with manager or director level.

• Core Adept Capabilities: Project Management, Influence and Negotiate, Deliver Results, Think and Solve Problems

• Core Intermediate Capabilities: Manage and Develop People, Finance, Act with Integrity

• Industry Project Management Certification (e.g. PMP, Prince2)

• Experience working within a humanitarian development agency

• Experience working for a private or public agency funding NGOs.

• Experience in working under multi-cultural and diverse environments.

• Experience in working for a global entity with reaches across a 12-hour time zone

• Experience in consulting, sales and/or client services

• Fluency in any of the following languages: Arabic, Spanish, Swahili, French.
