About us

Desired start date: 15/01/2027
Duration of the mission: 12 months
Location : Juba

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context.

- Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement, this year El Nino), and an ongoing protracted macro-economic crisis.

- The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.

- South Sudan has also been highly impacted by the war that started in Sudan in April 2023. As of October 2026, more than 1,400,000 people have entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).

- In 2025 internal tensions increased at government level and have led to wide spread conflicts within the country. Elections at the end of 2026 may raise further division and tensions.

- An Ebola outbreak is currently at its doors in DRC and Uganda.

As a result, 10 million are in need of humanitarian assistance as of 2026.

SI sectors of intervention:

- The portfolio includes both WASH & FSL activities. SI's expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. SI has also been one of the first responders of the cholera response. Recent fundings have allowed increasing significantly the FSL component on the mission

Areas of operation:

SI is present:

- In Upper Nile, SI has an office in Renk, Malakal and Ulang (since 2025). The response has focused on cholera, response to acute food insecurity and drought while maintaining life saving WASH services for returnees and refugees in the two main transit centres of the country.

- In addition, SI has a rapid emergency team (ERRM) based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country.

Size of operations:

In 2026, the mission’s estimated budget is around USD 8 million, and 140 employees following an ongoing scale up since 2025.

The mission is currently funded by ECHO (3 grants), CDCS, FIFSAN, SSHF, Norway MoFA, FCDO.

The mission is currently in the last step of a scale up phase with approx 120 staffs, aiming at reaching 140 staffs. Coordination team will soon be around 30 staffs

The Grants department currently has 1 Grants & Partnership Head of Department Expat, 1 Grants Manager Expat + 1 Reporting & Communication Officer Expat + 1 Reporting & Communication Officer National. With the mission scale up, the idea is to add Compliance Manager National. A Compliance coordinator supports the mission only part time and is therefore not in charge of audits.

About the job

General objective:

- The objectives of the position rely on donor engagement, financing and partnership strategy, preparation of project documents, contract management, partnership management, compliance and external audits, external communication, internal control.
- Working closely with the programmes and support departments, the Grants & Partnership Head of Department is responsible for managing relations with donors, as well as developing and monitoring the country office's funding strategy. He/She supervises, adapts and optimises working methods and tools dedicated to managing donor accountability.
The Grants Department validates contractual documents (project proposals, reports, requests for amendments, partnership agreements, etc.) before they are submitted.
It plays a key role in defining the country office's partnership strategy and coordinates relations with the various implementing partners (see the partnership implementation framework). The Grants & Partnership Head of Department ensures effective coordination between departments for grant management and provides strategic support to the country office in relation to donor relations, external representation, management of implementing partners, external compliance and accountability to donors.

The main challenges:

- SI has increased the number of consortium we lead/are part of and we need the Grants department to support better engagement with these partners.
- SI also needs to have more capacities to engage on the localization agenda.
- In the meantime, SI needs to build a strong Grants department supported by national staffs.
- The Grants & Partnership Department scale up should facilitate and lighten the work of the program teams on the ground who have to face an increasing number of reporting & proposal requests.

Priorities for the 2/3 first months:

- Support localization effort and engage with a couple of selected local partners.
- Support follow up of proposals submitted in the Dec-Jan period (notably ECHO)

Security constraints :

There is an internal curfew at night for international staffs - different zones are set (6-8-10PM). Curfew can be reduced based on security updates.
The situation in South Sudan is volatile, please document yourself before applying. SI is adapting the set up in real time as context evolves
There is one driver available on evenings and 2 on weekends for movements out of office hours.
Access to activities is possible for all (and encouraged!).
In coordination, movements outside of Juba town (besides intervention location) for leisure are limited
