Presentation du poste
Le conseiller médical en e-santé assure une mission stratégique, technique et opérationnelle au sein du département santé de MSF Ubuntu. Il pilote la conception, la gouvernance et l'amélioration continue des contenus médicaux intégrés aux systèmes d'information numérique, en particulier DHIS2, les dossiers médicaux électroniques et les autres solutions digitales de l'organisation. Il définit et maintient les indicateurs standardisés, les jeux de données, les métadonnées, la terminologie clinique et les structures de rapport. Il examine les demandes de nouveaux contenus, coordonne les validations avec les référents techniques et les experts médicaux, et garantit l'alignement avec les normes intersectionnelles de MSF, les recommandations médicales et les principes d'interopérabilité. En lien avec les équipes de la science des données, de l'épidémiologie et du numérique, il renforce la gouvernance de l'information sanitaire et participe à la stratégie digitale. Il appuie aussi les programmes pays dans l'implémentation des outils, la maintenance des métadonnées, la formation, les tests de mises à jour et la mise en place d'initiatives d'amélioration de la qualité des données. Son rôle inclut l'analyse des données médicales au niveau du portefeuille afin d'éclairer les choix opérationnels, les activités de suivi-évaluation, les exercices de rapport annuel et le pilotage de tableaux de bord.
Le profil attendu combine une solide expertise médicale et une bonne maîtrise des systèmes d'information sanitaire. Le candidat idéal connaît les plateformes de collecte comme DHIS2, les dossiers patients électroniques, la codification médicale, les indicateurs de santé et les cadres de gouvernance des données. Une expérience dans l'aide humanitaire, la coordination de programmes ou l'appui aux ministères de la santé est fortement souhaitable. Des compétences en gestion de projet, en analyse statistique et en élaboration d'outils de visualisation sont nécessaires. Le poste exige un excellent relationnel pour animer des groupes de travail transversaux, former les équipes terrain et dialoguer avec des partenaires internes et externes. La rigueur, l'esprit de synthèse et l'aptitude à travailler dans un environnement multiculturel sont indispensables.

Rationale/Objective for Position
The E-Health Medical Content Advisor provides strategic, technical, and operational leadership for the design, governance, implementation, and continuous improvement of medical content across MSF Ubuntu's digital health ecosystem. The role is responsible for ensuring that medical data models, indicators, metadata, clinical terminology, and reporting structures within digital health platforms (including DHIS2, Electronic Medical Records, and other digital health solutions) are standardized, evidence-based, operationally relevant, and aligned with MSF intersectional health data standards and MSF Ubuntu strategic priorities.
The Advisor works closely with the Ubuntu health department team, head of programs unit, Data Science, Epidemiology, Medical Operations, country programs, and intersectional platforms, and its collaborative partners MSF UK/Manson Unit E-health team and intersectional office medical data lead to ensure high-quality medical data are collected, visualized, analyzed, and used for medical operational decision-making, program monitoring, quality improvement, research, surveillance and strategic planning.
This position will be hierarchically and functionally accountable to the Head of Health Unit or relevant unit head.
Tasks & Responsibilities
Strategic and Technical leadership
- Lead the development, governance and continuous improvement of medical content within MSF Ubuntu digital health systems.
- Define and maintain standardized medical indicators, datasets, metadata, clinical terminology and reporting structures.
- Review requests for new medical content and determine technical feasibility, operational relevance and alignment with organizational standards.
- Coordinate medical content validation and approval processes involving technical advisors and subject matter experts.
- Ensure medical content complies with MSF intersectional standards, medical guidelines and interoperability principles.
- Collaborate with Data Science, Epidemiology and Digital Health teams to strengthen health information systems and data governance.
- Contribute to organizational digital health strategy and innovation initiatives.
- Participate in development of digital health policies, standards and governance frameworks.
- As part of Ubuntu health department, conduct medical data analysis at portfolio level during planning and reporting cycle/s supporting Ubuntu medical operational choices and programming priorities.
Program Support
- Provide technical support to country programs regarding implementation and use of medical content within DHIS2 (Trackers/capture), EMRs and other digital platforms.
- Maintain project-specific metadata according to changing program needs.
- Support system changes, testing and deployment of medical content updates.
- Develop and maintain data collection guidance documents and metadata documentation.
- Provide expert advice on indicator definitions, reporting requirements and data interpretation.
- Support implementation of data quality improvement initiatives.
- Participate in software upgrades, user acceptance testing and rollout of new system functionality.
- Coordinate annual reporting processes including organizational indicators and strategic reporting requirements.
- Support programs in strengthening routine data use for monitoring, quality improvement and evidence-based decision-making.
- Supporting the Med-Ops cell/s and the country programs in medical programming data analysis, contributing to data driven evidence-based decision making and in strategic discussions at Med-Ops cell level.
Data Governance and Analytics
- Support implementation of medical data governance frameworks.
- Promote standardization and harmonization of medical datasets across MSF Ubuntu programs.
- Develop dashboards, visualizations and reporting tools that improve interpretation of medical data.
- Support analysis of routine health information for operational monitoring.
- Collaborate with Data Science and Epidemiology teams to improve data quality, completeness and consistency.
- Support development of indicator frameworks for monitoring program performance.
- Contribute to continuous improvement of data standards and reporting systems.
Representation and Coordination
- Represent MSF Ubuntu within MSF intersectional Digital Health, DHIS2 and Health Information System Communities of Practice.
- Participate in technical working groups related to digital health, health information systems and interoperability.
- Coordinate medical content development with advisors across technical disciplines.
- Collaborate with external partners, academic institutions and software developers where appropriate.
- Represent MSF Ubuntu in digital health conferences, workshops and technical meetings.
Capacity Building and People Management
- Support in establishing the E-health team in the upcoming years.
- Develop and maintain training materials on medical content and digital health systems.
- Deliver webinars, workshops and user training on medical data collection, reporting and data use.
- Mentor program teams on best practices in health information management.
- Support onboarding of new users and technical advisors.
- Provide second-line support for medical content related queries.
- Contribute to organizational learning on digital health and data governance.
Qualifications
Education
- Medical Doctor, Registered Nurse, Clinical Officer or other relevant health qualifications (Essential).
- Master’s degree in public health, Health Informatics, Epidemiology, Digital Health, Health Information Systems or related field (Essential).
Experience
- Minimum 5+ years of progressively responsible experience in humanitarian or public health programs (Essential).
- Demonstrated experience developing, implementing and working with DHIS2 and/or Electronic Medical Records and/or Health information systems, including medical indicators, metadata, and reporting systems (Essential).
- Experience and skilled in medical data management, analysis and visualization (Essential).
- Proven experience in supervision, mentoring, and trainings skills.

Conditions and Benefits:
- The role requires regular travel to countries of operation and MSF Ubuntu hubs.

- Job Location: The position will be based in either MSF Eastern Africa office in Nairobi (Kenya), or Johannesburg (South Africa).
- Contract: 3-year renewable, full-time contract.

If based in Nairobi, the benefits below shall apply:
- Salary: An annual salary of EUR 31,216 at HQ Grade 9 based on a full-time appointment with an annual increment of 2% every year up to a maximum of 10 years.
