Missions principales

L'OIT recherche un consultant individuel pour adapter et déployer progressivement un système de formation à l'entrepreneuriat basé sur Improve Your Business (IYB) dans le cadre du programme M4I au Kenya. La mission cible les réfugiés et communautés d'accueil vulnérables dans la beauté et la construction à Nairobi, Mombasa et Nakuru. Le consultant analysera le design du programme, les besoins des plateformes numériques, des acteurs de marché et des partenaires, puis contextualisera les modules IYB aux réalités de l'économie informelle, des services urbains et du travail via plateforme. Il intégrera la protection sociale, la qualité de service, la confiance client et les standards d'onboarding. Il organisera et animera un cycle complet de formation de formateurs (ToT) pour au moins 20 candidats partenaires. Profil recherche

Le poste exige un expert en développement des compétences et entrepreneuriat, certifié Master Trainer SIYB/IYB par l'OIT. Une expérience confirmée en adaptation de curricula, formation de formateurs et accompagnement d'insertion économique en contexte humanitaire ou de développement est indispensable. La connaissance des marchés urbains, des plateformes numériques, des secteurs beauté et construction, ainsi que des enjeux des réfugiés et communautés d'accueil au Kenya est fortement attendue. Le consultant doit maîtriser les systèmes de marché inclusifs, le suivi-évaluation, la coordination multipartenaire, l'intégration de la protection sociale, la facilitation participative et l'assurance qualité.

Background and purpose

The ILO's M4I programme is supporting the development of inclusive labour market systems for refugees and vulnerable host communities in Kenya. In Kenya, M4I mainly targets the beauty and construction sectors within urban
labour markets, including Nairobi, Mombasa, and Nakuru. Many urban refugees and other vulnerable workers are already active in the beauty and construction sectors, but often remain trapped in informal, low-income markets due to legal, social and geographic barriers.

M4I aims to create commercially viable pathways for labour market participation through collaboration with digital labour platforms, private sector, sector associations, BDS providers, and refugee-serving organisations.

M4I aims to go beyond traditional direct-delivery livelihoods approaches by enhancing inclusive market systems and creating commercially viable labourmarket pathways. The adaptation of the IYB is part of a larger effort to improve
workforce readiness, service quality, entrepreneurship skills, and sustainable participation within evolving urban labour markets.

The ILO’s SIYB programme is one of the world’s largest entrepreneurship and business management training initiatives globally. The Improve Your Business (IYB) component helps both existing and aspiring entrepreneurs strengthen
practical business management systems through modular, participatory learning. The M4I intends to utilise and adapt the IYB to support refugees and vulnerable host community engaged in beauty and personal care services, construction and artisan work, platform-based labour markets, self-employment and other urban income-generation pathways linked to programme-supported market actors.

Recognising the operational realities of platform economies and urban service markets, the programme requires context-specific adaptation of the IYB methodology to align with digital labour platform requirements and onboarding
systems, customer trust and quality standards, opportunities to extend social protection, labour market integration, specific realities facing the target group.

It aims to engage an ILO-certified SIYB Master Trainer to assist with the adaptation and phased implementation of IYB-based entrepreneurship training system under the M4I, involving implementing a full ToT cycle of IYB with selected partners.

Scope of work

The assignment is to support the adaptation, contextualisation, and phased rollout of ILO IYB-based entrepreneurship and business management training, tailored to the operational realities of platform-based labour markets, urban service sectors, and inclusive labour market integration pathways for refugees and vulnerable host
communities.

The assignment is expected to implement the IYB programme that can subsequently be delivered through selected AIMS ecosystem partners, implementing organisations and service providers over the programme
implementation period. The assignment is expected to be implemented through three interrelated workstreams aligned with the AIMS operational framework and budget structure:

Development of context-specific IYB Systems
Organization and delivery of a training of trainers’ workshop
Early Roll-Out Support, Technical Oversight and Quality Assurance

Detailed tasks

1: Development of context-specific IYB

Review the programme design, target sectors and approach
Engage with relevant actors, digital platforms and partners to better understand onboarding requirements, workforce quality expectations, customer service standards, market demand realities, operational realities
within target sectors, and practical implementation considerations under the programme
Engage with ILO Experts on Social Protection to understand relevant social protection frameworks and policies in Kenya and ensure integration of relevant information in SIYB trainings
Align IYB modules and training content with needs of relevant market actors, for example by focusing on particularly relevant IYB modules and/or developing additional facilitator guidance notes to ensure relevant information and content, including on social protection, can be integrated in IYB trainings.
An adaptation of the IYB entrepreneur-level manuals is not foreseen, but additional add-ons, leaflets and brochures may be developed

2: ToT and partner development

Provide guidance on selection of trainer candidates from partner
organizations, and advice on cohort structuring, delivery sequencing and posttraining
follow-up systems
Design and deliver a ToT workshop for a minimum of 20 trainer candidates of
selected partner organisations
Support the development of practical implementation and coordination
systems for future delivery

The ToT process is expected to create a pool of trained partner facilitators who will
subsequently support implementation under the M4I programme and beyond.

3: Roll-out, technical oversight and quality assurance

Provide technical oversight and quality assurance during the training roll-out of candidate Trainers to entrepreneurs and certification phase
Support refinement of training approaches and delivery models based on operational feedback and learning
Participate in selected monitoring, review and learning engagements
Contribute to documentation of emerging lessons and implementation insights

Expected deliverables

The service provider will be expected to deliver the following:
Deliverable 1: Inception report and assignment workplan
Indicative Timeline: Within 2 weeks of contract commencement

Deliverable 2: Output for Workstream 1: Adaptation
Short report on contextualization and needed adaptions of IYB content, together with:

Adapted training content and implementation framework
All developed facilitator guidance materials
Full ToT curriculum and delivery plan Indicative Timeline: 6 weeks after signature

Deliverable 3: Output for Workstream 2: ToT workshop
Full training results report after delivery of full ToT workshop for at least 20 trainer candidates
Indicative Timeline: 12 weeks after signature

Deliverable 4: Output for Workstream 3: Roll-out support and technical oversight Final report with details on training roll-out, certification, lessons learnt and implementation recommendations
Indicative Timeline: 36 weeks after signature at the latest

Reporting arrangements

The service provider will work under the overall coordination of the National Project Coordinator of the ILO M4I programme in Kenya and the Global M4I Programme team.
The assignment will require close collaboration with participating digital labour platforms and market actors, selected implementing partners and service providers, refugee-serving organisations, training institutions, and other relevant
ecosystem stakeholders engaged under the programme.
The ILO will facilitate strategic coordination and provide relevant programme documentation and technical guidance required for implementation.

Indicators for evaluation of outputs

Indicators for evaluation of outputs are primarily the timing, achievement of goals, and quality of work. The deliverables are expected within the above stated timeframes.
Quality expectations include practical applicability, contextual relevance to refugees and vulnerable host communities, alignment with platform quality standards and urban service-sector realities, and responsiveness to implementation feedback and learning.

Payment terms

The daily fee shall be established within the fee range corresponding to the complexity of assignment and the external collaborator’s country of residence, as per the ILO Daily Fee Range Table.
Payment schedule will be as follows:

1st payment to be processed upon the delivery of deliverable 1 to the satisfaction of the ILO
2nd payment to be processed upon the delivery of deliverable 2 to the satisfaction of the ILO
3rd and final payment to be processed upon the delivery of deliverable 3 and 4 to the satisfaction of the ILO
