Missions principales

Sous la coordination du Danish Refugee Council en Ouganda, le/la Coordinateur/Coordinatrice de la relance économique appuie techniquement les équipes DRC et partenaires sur l'ensemble du cycle de projet. Il/elle assure le coaching, le renforcement des capacités et le suivi de la mise en œuvre des activités de relance économique dans les secteurs de la sécurité alimentaire, des moyens d'existence, des systèmes de marché et de l'inclusion financière. Les modalités couvrent l'approche de graduation verte, l'agriculture régénérative, les transferts monétaires (CVA) et les approches systèmes de marché (MSA). Il/elle élabore et déploie la stratégie pays de relance économique, conseille le Head of Programme, contribue à la stratégie pays, révise propositions, rapports, évaluations et analyses. Il/elle produit des SOP, guides et produits de capitalisation, réalise des analyses de lacunes et soutient le recrutement d'équipes techniques. En lien avec le MEAL, il/elle renforce le suivi-évaluation qualitatif et quantitatif. Il/elle assure aussi représentation, fundraising et advocacy auprès des groupes sectoriels, ONG, bailleurs, autorités, et développe partenariats et opportunités de financement.

Profil recherche

Le poste exige au moins 5 ans d'expérience humanitaire dans la sécurité alimentaire, les moyens d'existence, l'agriculture et l'inclusion financière, avec une solide expérience de mise en œuvre sur tout le cycle de projet. Un master en sciences politiques, développement international, économie ou domaine connexe est requis. Le/la candidat/e doit maîtriser les concepts et méthodologies de relance économique, la centralité de la protection, l'approche basée sur les droits, la conception et l'évaluation des programmes d'assistance monétaire, les analyses de marché, la planification, les propositions et budgets. Il/elle doit avoir accompagné des équipes opérationnelles en présentiel et à distance, travaillé avec partenaires locaux, autorités et consortiums d'ONG internationales, et connaître les tendances actuelles : autosuffisance, graduation, partenariats public-privé et innovation. Une expérience de réponse aux réfugiés en Ouganda, la facilitation de formations (graduation, agriculture, AGR, business plans, entrepreneuriat), une excellente maîtrise de l'anglais écrit et oral, ainsi qu'une connaissance des standards humanitaires (CHS) sont attendues. Les compétences comportementales incluent excellence, collaboration et leadership.

DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as Economic Recovery Coordinator.

The overall purpose of the role:

The Economic Recovery Coordinator will work in close collaboration with the coordination team of DRC Uganda as well as the implementation teams based in the implementation areas providing technical support to DRC and partner teams through capacity building and close coaching/monitoring of programme implementation for all economic recovery activities across the economic recovery core sectors food security, livelihoods, market systems and financial inclusion, and modalities: green graduation approach, regenerative agriculture design; various cash modalities, provide technical support to implementation teams and partners and supervise the development and implementation of the Country Economic Recovery strategy.

Your main duties and responsibilities will be:

Technical Coordination and Advisory

  • Provide technical advisory to the implementation teams on any stage of programme implementation.
  • Lead on creation and roll out of the technical strategy with emphasis on needs of the affected communities, innovation, and environment.
  • Support the Head of Programme in creating and reviewing the Country Programme Strategy.
  • Provide technical inputs and review proposals, reports, assessments and evaluations in line with the technical strategy.
  • Provide technical capacity building to implementation teams and partners through capacity building and close coaching/monitoring of programme implementation for all cash and voucher assistance (CVA) activities and market systems approaches (MSA) across DRC sectors.
  • Prepare learning/knowledge products, Standard Operating Procedures (SoPs) and guidelines to support overall Economic Recovery (EcRec) sector development and good-practice implementation.
  • Initiate and contribute to the systematic assessment of EcRec sector capacity gap analysis, in collaboration with government, partners and other stakeholders, and support the design of initiatives to strengthen capacities systematically.
  • Analyze Uganda EcRec sector challenges, trends, programmes and projects, with a focus on EcRec outcomes, using frameworks, analysis and tools available in the sector.
  • Support the Programme Managers in the recruitment of suitable qualified and experienced technical field-based staff.
  • Support the MEAL Manager in rolling out qualitative and qualitative monitoring and evaluation approaches, aiming to build contextually grounded learning into program activities.

Representation, Fundraising and Advocacy

  • Proactively lead on DRC’s EcRec representation with relevant Sectors and working groups on country level and area level when necessary.
  • Engage with relevant stakeholders including NGOs, donors and government to promote DRC EcRec programme and support sector’s fundraising efforts.
  • Actively seek out new viable partnerships for the EcRec sectors.
  • Actively seek out appropriate funding opportunities for the sector in line with the sector strategy.
  • Produce materials for EcRec programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Interact with global and regional initiatives and partnerships for EcRec Sectors.
  • Contribute to and where relevant lead business development initiatives related to EcRec sector.

Coordination, Representation & Advocacy:

  • Represent DRC at technical coordination forums, as agreed with the Head of Programme
  • Maintain close working relationships with technical leads within DRC Uganda, HQ Hub, and HQ to ensure strategy and implementation coherence with overall objectives.
  • Take an active role in promoting DRC’s program advocacy messages in relevant coordination forums.
  • In addition to the above, the EcRec Coordinator may be asked to carry out other duties requested by the Head of Programme - but always in the scope of this job description.

About you

To be successful in this role, you must have at least 5 years of practical experience in the humanitarian sector and in the thematic areas of food security, livelihoods, agriculture and financial inclusion. Strong experience in implementing livelihoods and financial inclusion interventions, across the entire project cycle. Moreover, we also expect the following.

Required

  • Master’s degree in political science, international development, economic studies or other related fields
  • Practical experience and up-to-date knowledge in:
  • Concepts, methodologies and effective ways of supporting Economic Recovery in relation to key DRC activities, including ensuring adherence to centrality of protection principle and a rights-based approach.
  • Concepts, evaluation methodologies and design of cash-based assistance programme
  • Market assessment and analysis, ability to support the development of market-based programs
  • Programme planning and proposal development including budgeting
  • Providing direct and remote technical support to operational teams
  • Working with local partners, local authorities and other INGOs in s consortium
  • Understanding and driving current trends in the area of economic recovery: building self-sufficiency, graduation approach, private and public partnerships, and innovative approaches
  • Full professional proficiency in English, including excellent writing skills.
  • Experience in facilitating training in the following sectors: graduation approach, agriculture, IGA including development of business plans, entrepreneurship, etc.
  • Previous experience working in refugee response in Uganda.
  • Ability to communicate technical information in an easy to understand, informative and collaborative manner.
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
