Missions principales

Le/La Coordinateur/Coordinatrice HDP pilotera le portefeuille de désarmement humanitaire et de consolidation de la paix du DRC en Libye, en intégrant l’action contre les mines humanitaire (HMA), la sensibilité aux conflits et le peacebuilding. Basé à Tripoli, il/elle assurera des déplacements fréquents vers les sites d’implémentation Algérie-Libye-Tunisie et le bureau de coordination de Tunis. Ses responsabilités couvrent la recherche de financements, l’élaboration de notes conceptuelles et propositions, la gestion du cycle de programme, le suivi-évaluation, la gestion financière, le reporting et le développement de partenariats stratégiques. Il/elle supervisera techniquement les équipes DRC et partenaires, renforcera les capacités, appuiera le recrutement et veillera au respect des politiques et standards DRC. Il/elle représentera DRC auprès des autorités gouvernementales, de LibMAC, des forces de sécurité, des ONG et agences des Nations unies, et obtiendra les autorisations nécessaires aux opérations. Il/elle contribuera à la stratégie HDP, à l’intégration avec les autres secteurs, à la sensibilité aux conflits et au plaidoyer.

Profil recherche

Le poste requiert au moins trois ans d’expérience en coordination d’activités HMA, ainsi qu’une solide expérience de collaboration avec les autorités gouvernementales, les autorités nationales de lutte antimines, les forces de sécurité locales, les ministères, les leaders communautaires, les ONG internationales et locales et les agences onusiennes. Le candidat ou la candidate doit avoir fait ses preuves en collecte de fonds, engagement des bailleurs et développement de propositions, en programmation sensible aux conflits, en renforcement des capacités et formation du personnel. Une capacité avérée à élaborer des plans stratégiques réalistes et à coordonner entre départements et secteurs, aux niveaux terrain et siège pays, est indispensable. Une expérience en contextes complexes et politiquement sensibles est attendue. Le poste exige une forte aptitude à la coordination, à la supervision technique, au mentorat de partenaires et à la représentation dans les forums humanitaires.

About the job

Humanitarian Disarmamant and Peacebuilding is one of DRC’s core sectors, implemented through peacebuilding, conflict sensitivity and humanitarian mine action interventions. The HDP Coordinator will be based in Tripoli, Libya, with frequent travel to implementation sites across the Algeria-Libya-Tunisia operation and the coordination office in Tunis. This is a role for a senior practitioner motivated in capacity development, strategic planning and business development. The HDP Coordinator will lead DRC ALT Humanitarian Mine Action and Peacebuilding programming portfolio, identifying new opportunities, developing partnerships and strengthening technical capacities across DRC field teams and partner organisations. The HDP Coordinator provide technical supervision to DRC’s local partners’ and DRC direct implementation while leading on DRC’s HDP strategy and representation tasks to facilitate humanitarian mine action and peacebuilding operations. The HMA Coordinator will serve as the focal point for partnership-related activities, ensuring that all stakeholders are engaged and that operations align with DRC's strategic objectives, particularly in the areas where mine action operations and peacebuilding are active and planned.

Your main duties and responsibilities will be:

FUNDRAISING:

  • In collaboration with the Head of Programme and Country Director, identify fundraising opportunities in the HDP sector, and support fundraising and donor engagement on HDP programming
  • Lead in the development of all HDP-related concept notes and project proposals

TECHNICAL SUPERVISION AND TEAM SUPERVISION

  • Providing technical direction, guidance, and where mandated, instructions to DRC and partner teams to ensure compliance with DRC policies, standards, and strategies on HMA and HDP more broadly.
  • Supporting managers and technical staff through regular communication, capacity building, and promotion of best practices.
  • Support managers with assessing the technical skills and performance of most senior HDP/HMA technical staff in the field and country offices.
  • Escalating and, where authorized, addressing issues of non-compliance or poor performance in line with the technical supervision mandate.
  • Participating in the recruitment of HDP technical staff in field offices and the country office.

PROGRAMME DEVELOPMENT AND MANAGEMENT:

  • Provide overall leadership to DRC ALT Humanitarian Mine Action (HMA) and Peacebuilding (PB) portfolios, including planning, implementation, financial management, monitoring, reporting and programme development, in close collaboration with the field-based HDP team.
  • Support the development of strategic partnerships in the HDP sector local actors (in particular the National Mine Action Authority LibMAC), and lead the development of technical capacity development strategies in collaboration with the Partnerships Coordinator
  • Representing DRC in official meetings, working groups, and coordination forums related to HMA and humanitarian response when required, including engaging with LibMAC, stakeholders, and implementing partners.
  • Provide relevant updates and information related to the Program.
  • Ensure proper coordination with security authorities, area management, and the DRC safety department to assess security risks and prevent operational disruptions caused by external forces.
  • Obtain necessary facilitating letters and permissions from relevant government bodies (LibMAC, police, military) for operational activities.
  • Work with the HoP, technical coordinators and other programme focal points on integrated programming modalities

STRATEGIC DIRECTION AND QUALITY:

  • Lead the development of DRC ALT Humanitarian Disarmament and Peacebuilding sector strategy, including ensuring effective integration of the HDP with DRC’s broader strategic priorities and other sectors
  • Provide technical guidance and oversight with respect to ongoing and planned programming
  • Contribute to policy papers, briefings, and donor reports on HMA progress and challenges in Libya.
  • Supporting the mainstreaming of peacebuilding & conflict sensitivity across other DRC sectors and departments, in collaboration with other sector leads, Area Managers and the Head of Programmes

EXTERNAL REPRESENTATION & ADVOCACY

  • In coordination with the Head of Programme, Country Director and HMA Operations Manager, act as liaison/representation with local authorities and relevant coordination fora at national level
  • Engagement in policy and coordination forums regarding HMA and PB good practice, including representation of DRC on issues relating to conflict sensitivity across the humanitarian sector in Ethiopia

PARTNERSHIPS

  • Participate in partner mapping, identification of strategic partners in the HDP sector
  • Participate in potential partner due-diligence assessments
  • Work with partners on project and proposal development, including budgeting, as well supporting implementation through technical guidance and metoring

OTHER

  • Any other duties as agreed with the Head of Programme

About you

To be successful in this role we expect you to have At least 3 years of experience in coordinating HMA activities.

Moreover, we also expect the following:

  • Strong background in engaging with government authorities, national mine action authorities, local security forces, ministries, community leaders, INGOs/NGOs and UN agencies
  • Proven experience in fundraising, including donor engagement and proposal development
  • Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
  • Demonstrated experience in capacity development and training of staff
  • Ability to develop realistic strategic plans that shape programming
  • Experience in coordinating across departments and sectors at field and country office levels
  • Experience in working in complex and politically-sensitive contexts
  • Strong interpersonal skills and ability to demonstrate a constructive, cooperative and problem-solving approach
  • Ability and flexibility to understand the cultural and political environment
  • Excellent written and spoken English
  • Arabic skills a strong asset, French language skills considered an additional advantage
