Ce poste de coordinateur des contrats au Rwanda s'inscrit au sein de One Acre Fund, organisation internationale appuyant les petits exploitants agricoles. Les missions principales consistent à piloter l'ensemble du cycle de passation des contrats et de gestion des achats : conduite des appels d'offres pour des biens et services à fort enjeu, définition d'un calendrier des marchés basé sur l'analyse des dépenses annuelles, négociation des prix, suivi de la performance des fournisseurs, organisation de revues semestrielles et mensuelles, gestion des modifications contractuelles, analyse des risques de marché et production de rapports sur les économies réalisées. Le titulaire du poste joue un rôle central de liaison entre les fournisseurs externes et les équipes internes, et contribue directement à la stratégie d'approvisionnement du programme pays.

Le profil recherché allie au moins deux ans d'expérience en gestion de contrats et en approvisionnement, une capacité démontrée en analyse de données et optimisation des coûts, ainsi qu'une aptitude à manager les relations avec les parties prenantes et les fournisseurs. Un diplôme en achats, supply chain ou droit est requis. Une expérience dans le secteur agricole ou le développement est un atout, de même qu'un savoir-faire en suivi-évaluation des performances des fournisseurs et en négociation.

Le poste est basé à Kigali et s'adresse exclusivement aux citoyens rwandais ou aux résidents permanents. L'organisation propose une assurance santé et des congés payés, ainsi qu'un cadre de développement professionnel avec des points hebdomadaires, du mentorat, des formations et des revues de carrière semestrielles. About One Acre Fund

Founded in 2006, One Acre Fund equips 5.5 million smallholder farmers to make their farms more productive. Across nine countries that together are home to two-thirds of Africa's farmers, we provide high-quality farm supplies, tree seedlings, accessible credit, modern agronomic training, and a wide range of other agricultural services. On average, this model enables any farmer to increase their income and assets on supported land by more than 35 percent, while permanently improving their resilience. Our Rwanda program, founded in 2007 is our largest and operates under the local brand Tubura. We have more than 3,000 staff across all four provinces of Rwanda, as well as in Kigali. Together, we served more than 2.8 million farmers in 2024. We work closely with the government to support national efforts to improve food security. Additionally, we help channel funding and resources to promising agri-SMEs, supporting farmers by providing a market for high-impact crops such as coffee, avocado, and chili.

About the Role

Seeking an exceptional procurement and contracts professional with 2+ years of experience to increase our impact on farmers by driving cost-saving and coordinating contracting activities for the procurement department.

Responsibilities

Tender Management

  • Lead end-to-end tendering and contract execution for high-value goods and services by collaborating on departmental procurement plans, establishing 0–6 month strategic targets, setting price baselines to negotiate maximum cost savings, and continually optimizing sourcing processes for higher efficiency.

Contract Planning

  • Analyze annual spend across key categories to establish a quarterly-reviewed tender calendar while conducting market research to boost competition and contract effectiveness.

Contract Management

  • Oversee full contract lifecycles and LTAs by tracking price tolerances, managing change control systems, analyzing market risks, and reporting cost savings.

Supplier Performance Management

  • Conduct bi-annual vendor evaluations and monthly meetings with top suppliers to create performance improvement plans and enforce contractual commitments.

Stakeholder management

  • Act as the key liaison between external suppliers and One Acre Fund while directly supporting internal team procurement needs.
