Missions principales : Cette mission vise à appuyer la mise en œuvre du projet Tumaini au Burundi, porté par la Fondation Dr Denis Mukwege en partenariat avec l’Université de Montréal et la Fondation Panzi. Le·la consultant·e sera responsable de sécuriser la chaîne logistique de la coordination pays, en lien avec les équipes locales et l’appui basé à La Haye. Il·elle devra superviser la livraison et l’installation d’équipements médicaux destinés à quatre centres intégrés de prévention, protection et prise en charge des survivant·e·s de violences sexuelles et basées sur le genre, appuyer la réception et la gestion des dons de médicaments et dispositifs médicaux, et organiser des formations à la gestion des dons. La mission inclut également le renforcement du système logistique du bureau, la mise en place de procédures de gestion des stocks et des inventaires, la tenue d’archives documentées et auditées pour les besoins du suivi-évaluation et de l’audit, ainsi que la réalisation d’études de marché. Le·la consultant·e supervisera le transport, la gestion du fuel et l’utilisation des véhicules, veillera à l’aménagement et à l’entretien des bureaux et logements, à la maintenance des équipements informatiques et de communication, et garantira une communication permanente entre la capitale, les projets et le siège, tout en formant les équipes aux outils disponibles.
Profil recherché : Le poste requiert un niveau master ou une expérience équivalente, au moins sept ans d’expérience en coordination logistique dans l’humanitaire ou la santé internationale, une connaissance préalable de la région des Grands Lacs ou de contextes humanitaires, et une expérience d’appui logistique à des structures de santé, fortement souhaitée. De solides compétences en organisation, gestion, communication interculturelle, rédaction et synthèse sont attendues.
Conditions proposées : Le poste est proposé en consultance pour une durée maximale de 45 jours ouvrés, dont 35 jours au Burundi, entre septembre et décembre 2026 à Bujumbura. Le·la consultant·e travaillera sous la supervision de la directrice des soins et programmes pays, en collaboration avec la direction des ressources et l’équipe pays existante.

Background

Mukwege Foundation in Burundi
Since 2019, the Panzi Foundation DRC (FP) has been working in partnership with the University of Montreal (UdeM) to strengthen the Foundation’s capacity to continue combating sexual and gender-based violence (SGBV), improving sexual and reproductive health (SRH) services, and scaling up its capacity-building efforts with stakeholders in South Kivu, Democratic Republic of the Congo (DRC), and Burundi.
To this end, a project has been developed by the consortium with UdeM as the lead, The ‘Tumaini’ project, which means ‘Hope’ in Swahili. Tumaini is planned as a five-year regional initiative and comprises three components: improving service delivery, utilisation and the structural framework to increase demand for holistic prevention and response services for SGBV. The project aims to reach the most marginalised and vulnerable populations and focuses on strengthening local capacity.
The project is overseen by a steering committee supported by a coordination committee. Global Affairs Canada (GAC) has entrusted responsibility for the project to a Canadian supporting agency (CSA), represented by the UdeM through USI-HYGEIA. The UdeM, in consortium with the Panzi Foundation, is responsible for the management, implementation, oversight, approval and coordination of project activities in both the DRC and Burundi. The Dr Denis Mukwege Foundation (MF) has a contract signed with UdeM for the implementation of Tumaini activities in Burundi via its locally registered office in Bujumbura. A team has been recruited and put into place in support of the project, namely a Programme Manager and other relevant support positions are in recruitment.
Description of the assignment
To support the rapid and effective implementation of the Tumaini project, MF is seeking a consultant with experience in Logistics Support Coordination who will provide support to the MF Burundi team and work closely with the Burundi support team in The Hague, for logistics and operations support to the country office.
The consultant will be responsible for the following:
- Oversee the delivery and installation process of medical equipment to be delivered to four one-stop centres throughout the country;
- Provide support to the MF Burundi team and the receiving structures for the effective management of the medical donations received including medicines and equipment, in line with MF policies, national and international standards;
- Support trainings on effective management of medical donations;
- Maintain and improve a robust and reliable logistics package and system to support the MF Burundi mission in successfully performing their day-to-day work and maintain accurate filing systems, with documented and supported records of action for audit purposes;
- Support the completion of essential logistics and operations tasks including relevant market surveys;
- Support the development and implementation of inventory and stock management procedures;
- Supervise and coordinate all logistical matters relating to transport and fuel management and ensure that usage of both vehicle and fuel is correctly supervised, logged and recorded according to MF vehicle management policy;
- Ensure installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required;
- Ensure the proper use and maintenance of IT (computers, software, backups, etc.) and communication tools;
- Ensure communication means allowing permanent communication between capital, projects and HQ. Ensure all staff in the Burundi team from proper training on how to use communications equipment available (e.g. satellite phones, HF/VHF radios, computers, etc.).
The assignment will be conducted under the supervision of the Director of Care and Country Programmes and in close collaboration with the Director of Resources and Burundi support and in-country team.
Profile requirements
The consultant should have:
- A Masters level qualification or equivalent studies, training or years of experience in management, logistics, humanitarian operations, hospital or pharmacy management or other relevant studies.
- 7 or more years of experience in logistics coordination in medical or other humanitarian operations for an international organisation or other relevant field such as hospital or pharmacy logistics or management.
- Previous experience working in the region or in other humanitarian and development contexts is required.
- Experience in working with or in logistics support of health structures is highly desired
- Strong organisational and management skills.
- Strong communication skills and an ability to work well within international teams.
- Excellent synthesis, development and writing skills and an ability to revise or propose relevant tools.
- Bilingual, French and English; Kirundi is a strong asset.
- Flexibility, independence, reliability and commitment to the objectives of the Foundation.
- High ethical standards of behaviour, good judgment, respect for others, diplomatic skills, confidentiality and attention to detail.
Remuneration
MF will pay the consultant a fixed rate of 300 Euros per working day, all taxes and charges included, for the time spent by the Coordinator on provision of the Service. A maximum of 5 working days per week are expected for the assignment.
The consultant will also receive per diem, while travelling and in Burundi, in alignment with MF policy and their housing costs will be covered by MF while in Burundi.
The consultant must provide brief timesheets to MF alongside invoices in sufficient detail as to allow MF to verify the amount claimed for payment.
