Missions principales

Le/la coordinateur(trice) des contrats pilote les activités de passation et de gestion contractuelle au sein du programme Rwanda de One Acre Fund. Il/elle encadre les appels d'offres de biens et services à forte valeur, définit des objectifs stratégiques sur 0 à 6 mois, établit des prix de référence et conduit les négociations pour maximiser les économies. Il/elle analyse les dépenses annuelles par catégorie, élabore un calendrier d'appels d'offres revu trimestriellement et mène des études de marché pour renforcer la concurrence. Le poste implique la supervision du cycle de vie complet des contrats et des accords cadres, le suivi des tolérances de prix, la gestion des modifications contractuelles, l'analyse des risques et le reporting des économies réalisées. Le titulaire organise des évaluations semestrielles des fournisseurs, des réunions mensuelles avec les principaux partenaires et met en place des plans d'amélioration de performance. Enfin, il/elle assure l'interface entre les fournisseurs externes et l'équipe interne, en garantissant une coordination étroite avec les besoins logistiques et programme.

Profil recherche

Le candidat idéal justifie d'au moins deux ans d'expérience en gestion de contrats et approvisionnement, avec de solides compétences en analyse de données, optimisation des coûts et gestion des parties prenantes. Un diplôme en achats, chaîne d'approvisionnement ou droit est exigé. Il/elle maîtrise la gestion d'appels d'offres, les audits fournisseurs et le suivi de performance dans un environnement complexe. Une connaissance du contexte agricole ou humanitaire en Afrique est un atout. L'organisation valorise l'apprentissage continu, la redevabilité et l'impact en faveur des petits exploitants.

About One Acre Fund

Founded in 2006, One Acre Fund equips 5.5 million smallholder farmers to make their farms more productive. Across nine countries that together are home to two-thirds of Africa's farmers, we provide high-quality farm supplies, tree seedlings, accessible credit, modern agronomic training, and a wide range of other agricultural services. Our Rwanda program, founded in 2007 is our largest and operates under the local brand Tubura. We have more than 3,000 staff across all four provinces of Rwanda, as well as in Kigali. Together, we served more than 2.8 million farmers in 2024. We work closely with the government to support national efforts to improve food security. Additionally, we help channel funding and resources to promising agri-SMEs, supporting farmers by providing a market for high-impact crops such as coffee, avocado, and chili.

About the Role

Seeking an exceptional procurement and contracts professional with 2+ years of experience to increase our impact on farmers by driving cost-saving and coordinating contracting activities for the procurement department.

Responsibilities

Tender Management

  • Lead end-to-end tendering and contract execution for high-value goods and services by collaborating on departmental procurement plans, establishing 0–6 month strategic targets, setting price baselines to negotiate maximum cost savings, and continually optimizing sourcing processes for higher efficiency.

Contract Planning

  • Analyze annual spend across key categories to establish a quarterly-reviewed tender calendar while conducting market research to boost competition and contract effectiveness.

Contract Management

  • Oversee full contract lifecycles and LTAs by tracking price tolerances, managing change control systems, analyzing market risks, and reporting cost savings.

Supplier Performance Management

  • Conduct bi-annual vendor evaluations and monthly meetings with top suppliers to create performance improvement plans and enforce contractual commitments.

Stakeholder management

  • Act as the key liaison between external suppliers and One Acre Fund while directly supporting internal team procurement needs.
