Missions principales

Sous la supervision du Project Manager WASH, le/la Project Coordinator WASH assure la coordination quotidienne des activités WASH du projet humanitaire financé par OCHA à Kiryandongo, Palorinya ou Rhino Camp. Il/elle pilote l’accès à une eau potable, fiable et équitable et la réduction des risques d’épidémies liées au WASH via l’assainissement d’urgence et l’hygiène. Ses tâches incluent évaluations des besoins, revues de projet, plans de mise en œuvre, suivi des sites et camps, appui technique, documentation des données, plans de dépenses et d’approvisionnement. Il/elle coordonne avec les partenaires locaux, autorités locales, OPM, UNHCR et ONG, participe aux groupes techniques et réunions de coordination. Il/elle encadre les promoteurs d’hygiène, fixe des objectifs, assure coaching et qualité, prépare les demandes d’achat et suit les dépenses selon le budget. Il/elle contribue aux rapports, collecte de données de suivi, leçons apprises et succès, et sensibilise aux mécanismes de feedback et plainte, dans le respect du code de conduite et des politiques de sauvegarde.

Profil recherche

Conditions proposées

Le contrat est à temps plein (40 heures par semaine) pour 10 mois, avec démarrage prévu en novembre 2025. Le poste est basé à Kiryandongo, Palorinya et Rhino Camp, avec un poste par site. Il s’agit d’un poste national. La clôture des candidatures est fixée au 6 octobre 2026. About the OCHA Project

From October 2026 to July 2027, ZOA will implement WASH activities as a consortium partner with other partners implementing Protection and Nutrition related activities. The funding from OCHA will be used to meet immediate life saving needs including:

  • Extending water supply systems
  • Rehabilitating reserve tanks and water system components
  • Support operations of motorised water supply systems
  • Rehabilitate water points
  • Facecal desludging
  • Support to household latrine construction
  • Latrine block construction
  • Emergency preparedness and response in flood prone areas

ZOA Uganda is looking for a Project Coordinator to be based in Kiryandongo, Palorinya & Rhino Camp (1 per location).

Your challenge

The Project Coordinator, with support from the Project Manager WASH is responsible for the day-to-day coordination around the planning and implementation of WASH activities under the OCHA funded humanitarian project in Kiryandongo, Palorinya or Rhino Camp refugee settlements. He/She will oversee implementation of activities in two Outcome areas:

  • Improved access to safe, reliable and equitable water supply for vulnerable communities in Palorinya, Rhino Camp and Kiryandongo refugee settlements.
  • Reduced risk of WASH-related disease outbreaks through emergency sanitation and hygiene support for vulnerable refugee and host-community communities in Palorinya, Rhino Camp and Kiryandongo refugee settlements.

Your main tasks and responsibilities

General

  • Support needs assessments, project reviews, and post-project impact assessments as needed and advised;
  • Actively participate in preparation of proposals, CN, technical description, and budget development jointly with the project team members .
  • Produce detail implementation plan for the WASH component of the project in the host community and refugees. Periodically, update and ensure that progress in accordance with the plan.
  • Ensure that WASH projects are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with ZOA, Ugandan government and donor requirements.
  • Ensure proper documentation of WASH activities/data and experiences by the local partner and the community structure.
  • Conduct regular monitoring and technical support visits to project sites and camps;
  • Actively participate in the review of WASH activity plan, Spending plan and procurement plan and ensure timely delivery.
  • Coordinates project activities in line with the workplan to achieve optimal project outputs and outcomes in line with ZOA/donor procedures and targets;
  • Support the Deputy program manager in conducting WASH capacity needs assessment with the local partner organization implementing the wash component of the project

Reporting

  • Provide inputs to implementation plans and activity/monthly reports;
  • Identify, document lessons learned and best practices;
  • Prepare and submit well written success stories;
  • Contribute to project reports or implementation plans as required by supervisor;
  • Collect monitoring data according to ZOA’s systems and activities in the project;
  • Representation and coordination with relevant partners in Kiryandongo context on issues around WASH
  • Actively participate in the required and relevant technical working groups;
  • Participate in relevant coordination meetings concerning the project.
  • Regular coordination with local government actors and relevant district offices; OPM, UNHCR and other NGO partners.
  • Contact with other project specific actors, e.g. consultants or service providers.

Human Resource Management

  • Ensure the Hygiene promoters have weekly and monthly targets;
  • Conduct weekly or monthly meeting to achieve targets;
  • Provide technical support through coaching and mentorship of hygiene promoters for quality implementation of project activities.
  • Ensure procurement request are put on system for approval and finance requested accordingly
  • Initiate timely purchase requisition of project goods/services;
  • Ensure expenses within outcome 3 are in line with approved budget;
  • Provide appropriate codes for expenses.

Accountability

  • Sensitize all stakeholders (beneficiaries, service providers, partners, government and other) on feedback and complaint mechanisms implemented by ZOA Uganda
  • Upon receipt of a complaint or feedback, ensure that it is correctly documented following correct reporting procedures
  • Understand ZOA’s code of conduct and safeguarding policies, ensure adherence to these policies and that project activities are implemented with a “Do No Harm” approach

Your profile

Identity

Knowledge & Experience:

  • University degree in Hydraulic Engineering, Water Resource Engineering, environmental or public health or other related fields.
  • 4+ years’ experience in WASH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response) for first degree
  • Experience in localisation approaches and working with local organisations
  • A good command of English, including written reporting and activity reporting
  • Experience of working with People with Disabilities is a plus
  • Experience working in the refugee settlement context is advantageous
  • Experience of working with OCHA or on emergency projects is desired

Skills:

  • High level of networking capacities
  • Experience of data analysis software (Arc GIS and SPSS) is an asset
  • Experience of Engineering Software (Watercad, Epanet and Auto CAD etc)
  • Knowledge of domestic water supply system hydraulic design
  • Excellent communication and interpersonal
  • Able to bridge differences and bring people together from different backgrounds
  • Motivated to work independently / self-managing
  • Good computer skills: Ms Excel and Ms Word;
  • Self-motivator, able to take initiatives with limited supervision;
  • Ability to drive a motorcycle with valid driving/riding license is a MUST.

Special conditions/circumstances

The Project Coordinator WASH will be based in either Kiryandongo, Palorinya, or Rhino Camp refugee settlements.

Regular travel to field locations, sub counties and for meetings with project stakeholders is expected. The postholder is expected to regularly ride a motorcycle in rural conditions/on unmade roads.

The role is 1.0 FTE (40 hrs/ week). Working hours are outlined in the ZOA Uganda Employee Handbook. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.
