Presentation du poste
Le coordonnateur RH assure la mise en œuvre de la politique ressources humaines de Solidarités International sur la mission Soudan, dont le bureau est basé à Khartoum. Il est responsable des aspects administratifs de la mission, veille au respect des procédures internes, des exigences des bailleurs et du droit du travail soudanais, tout en servant d’interface entre le terrain et le siège. Dans un contexte marqué par le conflit entre les SAF et les RSF, la mission doit faire face à une législation du travail ambiguë, à des interférences des autorités locales, à des retards administratifs chroniques, notamment pour les visas et permis, ainsi qu’à une gestion RH à distance. La coordination étant en cours de transfert à Khartoum, une priorité est d’y établir les opérations RH, de nouer des relations constructives avec les autorités locales, d’accompagner le personnel dans cette transition et de gérer les changements et restructurations, sachant que la majorité des équipes demeure au Darfour. Le contexte sécuritaire est classé au niveau 2, ce qui exige une vigilance permanente et une bonne capacité d’adaptation aux contraintes de déplacement. Le poste implique également la gestion du recrutement, de la performance, de l’information RH, de la formation et du développement des compétences, ainsi qu’une solide gestion administrative.
Le candidat recherché justifie idéalement d’un diplôme de niveau licence ou master dans un domaine pertinent, avec au moins trois ans d’expérience en tant que coordonnateur RH ou sur un poste équivalent, de préférence au sein d’une ONG humanitaire. Une expérience de trois à quatre ans dans le secteur humanitaire et sur un poste similaire est exigée. Les compétences techniques attendues couvrent le recrutement, la gestion de la performance, les systèmes d’information RH, le développement des compétences et une forte capacité administrative. Sur le plan transversal, le poste requiert d’excellentes aptitudes en communication, en relations interpersonnelles, en résolution de problèmes, en analyse, en organisation, en adaptabilité et en leadership. La maîtrise de l’anglais est indispensable, et la connaissance de l’arabe constitue un atout supplémentaire.
Sur le plan des conditions, il s’agit d’un poste salarié en CDD d’une durée de six mois, avec démarrage prévu le 15 décembre 2026. Le salaire mensuel brut est compris à partir de 2860 euros selon l’expérience, incluant une indemnité de congés payés de 10 % versée mensuellement, complété par un per diem de 750 dollars américains. Solidarités International prend en charge le logement et les frais de voyage entre le pays d’origine et le lieu d’affectation. Un système d’alternance entre travail et repos est prévu, soit sept jours ouvrés tous les trois mois, avec une allocation de break de 850 dollars, ainsi qu’un jour de repos supplémentaire par mois travaillé. Le package assurance couvre les frais de santé, le rapatriement et les risques liés à la guerre, avec prise en charge des vaccinations et du traitement antipaludéen. SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.
In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitation…
Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.
In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.
In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.
SI is one of the pillars of the INGO forum coordination, especially for Darfur.
About the job
General objective:
The HR coordinator coordinates the implementation of Solidarités International Human Resources policy.
As HR Coordinator he/she is responsible for the administrative aspects of the mission and ensures the respect by all of, Solidarités International procedures, the procedures of financial backers and the laws of the country in which SI is intervening.
He/she is the mission point of contact and the link between headquarters and the mission for any questions relating to Human Resources.
The main challenges:
The labor law lacks clarity and remains somewhat ambiguous, making interpretation and compliance challenging, Local authorities interference in different process, Administrative constraints causing delays. E.g visa, permits, Remote HR Management. The country is also split between RSF and SAF, and though the same labour/HR laws remain officially in place across the country application and practicality of application is different across the areas of control.
Priorities for the 2/3 first months:
Supporting the transition of coordination to Khartoum and establishing HR Operations in Khartoum, Build constructive relationships with relevant authorities in Khartoum while managing administrative requirements,
supporting staff through the transition, managing change and potential restructuring effectively noting that the majority of the staff remain in Darfur.

Diplomas : Bachelor or masters in a related degree . Atleast three years experience working as HR Coo or similar position is required. Experience with SI is highly desirable.

SI will offer you
A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Khartoum is returning to becoming a vivid capital city with presence of international restaurants and shops. There are also a lot of internationals, both humanitarians and others, as all organisations are moving back to Khartoum, and there is opporunity to socialize. The international hotels are reopening allowing for increase in variety of activities that can be done.
