Missions principales
Terre des hommes (Tdh) au Kenya lance une demande d’offre (RFO) visant à mettre à jour sa base de données de fournisseurs et prestataires de services pour ses opérations au Kenya. La pré-qualification couvre la période 2027-2029 et porte sur un large éventail de catégories logistiques et d’approvisionnement : pièces détachées pour véhicules Toyota Land Cruiser et Isuzu, bicyclettes, générateurs, ordinateurs et accessoires, équipements de bureau, communication (radios VHF/HF, téléphones satellites et mobiles), climatisation, denrées alimentaires, mobilier, papeterie, matériaux de construction, équipements électriques, articles ménagers, articles non alimentaires, kits de dignité, sécurité incendie, services de téléphonie et recharge, impression, visibilité, location de véhicules, entretien automobile, hôtellerie et conférences, construction et réhabilitation, restauration, fumigation et hygiène, carburant, gestion des déchets et assainissement, uniformes scolaires, ainsi que décoration et location de tentes. L’objectif est de disposer d’un vivier de prestataires fiables, capables de répondre aux besoins logistiques des programmes humanitaires.
Profil recherche
Les candidats sont des fournisseurs ou prestataires de services légalement enregistrés, disposant d’une expérience technique avérée dans les catégories choisies. Ils doivent démontrer la qualité des stocks avec des coûts unitaires indicatifs, une capacité de communication électronique, une fiabilité de livraison et, le cas échéant, une lettre de distribution authentique des fabricants. Un bureau physique permanent depuis au moins deux ans est exigé. Tdh évalue selon les critères de pertinence, d’efficacité, d’efficience, de rapport qualité-prix (Value for Money) et de qualité. Les dossiers doivent inclure une liste des stocks, le formulaire EOI (2 pages maximum), les comptes audités de la dernière année, trois références d’ONG internationales, les documents d’enregistrement, la TVA et la conformité eTIMS, ainsi que le formulaire d’enregistrement fournisseur et le code de conduite et d’éthique.

Selection criteria
- Demonstrated prove of quality stock with indicative unit cost for categories in offer
- Relevant technical experience in categories selected
- Demonstrated capacity to communicate electronically (an added advantage)
- Demonstrated documentary evidence representing any specific Brand (Authentic letter of distributorship from the Manufacturers)
- Proof of permanent physical office for the last 2 years
- Known reliability in delivery of timely and quality services
- Demonstrated approach and effort to prevent Carbon emissions

- List of stocks maintained and indicative unit costs per category being offered
- EOI Form (Annex 1) - no more than 2 pages)
- Copies of audited accounts for the last 1 year
- Contact details (email address and phone number) for three referees preferable INGO

Please note the following;
- Responses received without a duly complete or incomplete form will not be considered
- A response to this request does not automatically Guarantee selection
- Tdh reserves the right to change or cancel the requirements at any time and to require with additional conditions in subsequent stages of the process.
- Suppliers/Service providers will be selected in accordance with the procedures set out in Tdh’s procurement procedure.
- Selection and contracting will be made from responses to this notification.
Conditions of EOI
- Tdh-Kenya reserves the right to deal with any offer of its choice or any or all parts of the Offer and to purchase items from various Offers. Tdh-Kenya is not bound to accept the lowest offer or any offer.
- This document is not a contract or an offer into a contract, but is a request for a quotation for the product indicated in the EOI annex
- Tdh-Kenya does not undertake to pay by letter of credit or in advance of delivery.
- Respondents are bound by their offer for a period of 60 days as from the closing date of bids. If the validity of your offer is less than 60 days, or more than 60 days’ timeframe please specify.
- Tdh-Kenya is in no way responsible for any costs associated with preparing the RFO response.
- Tdh-Kenya reserves the right to alter the dates of the timetable.
- Tdh-Kenya reserves the right to alter/amend award criteria.
- Tdh-Kenya will inform each respondent to the results of the decision on their offer. Tdh is not obliged to justify or explain selection to any respondent.
- Any contract that results from this prequalification will be subject to Tdh-Kenya standard Terms and Conditions.
