Missions principales
Vous appuyez le Directeur pays dans la représentation d'Acted au Soudan auprès des autorités, bailleurs et partenaires. Vous contribuez à la stratégie et à la mobilisation de ressources : analyse du contexte, identification d'opportunités, développement de propositions, gestion des relations bailleurs. Vous supervisez le plaidoyer et la communication externe, incluant notes d'orientation et communiqués. Vous assurez le suivi de la mise en œuvre des projets, le respect des obligations contractuelles et la qualité des rapports narratifs et financiers. Vous gérez les équipes nationales et internationales, la coordination interne et les crises. Vous coordonnez les fonctions FLATS (Finance, Logistique, Administration, RH, Sécurité, Conformité), audits, conformité légale et sécurité. Vous intégrez les initiatives mondiales (REACH, Agora, Convergences, Oxus) à la stratégie pays, dans une approche sensible au climat.
Profil recherche
Le poste requiert un Master et au moins 3 ans d'expérience internationale en gestion. Une connaissance du Soudan ou de la région est un atout. Vous avez une expérience en gestion de projets institutionnels, en management d'équipes pluridisciplinaires et en coordination avec les autorités locales. Vous êtes reconnu pour vos capacités organisationnelles, votre flexibilité et votre résistance au stress. Votre sens de la négociation, votre patience et vos compétences en communication écrite et orale sont essentiels. Vous maîtrisez les outils de suivi-évaluation, la gestion des partenariats et les procédures des bailleurs. Un état d'esprit entrepreneurial, alliant principes et pragmatisme, est attendu pour répondre aux enjeux humanitaires et environnementaux.
Conditions proposees
Contrat à durée déterminée de 12 mois, basé à Khartoum. Salaire mensuel de 3500 à 3600 euros brut, plus une allocation de 300 dollars. Logement et nourriture fournis. Couverture complète : pension, santé, vie, rapatriement, chômage pour citoyens UE. Billets d'avion tous les 6 mois et visas pris en charge. Transport de bagages jusqu'à 100 kg. R&R tous les 3 mois (billets jusqu'à 500 dollars, allocation 200 dollars). 25 à 43 jours de congés annuels. Formation pré-départ au siège et formation sécurité de 4 jours sur place. You will be in charge of
The Deputy Country Director supports the Country Director in representing Acted’s interests in the country with government, donors and other key stakeholders. The Deputy Country Director supports building the programme profile in line with regional and global Acted strategy. The Deputy Country Directors supports the teams to achieve programme excellence and ensures the highest levels of accountability.
Main duties:
1. Positioning and Fund Raising:
- Context analysis: Ensure Acted has an up-to-date understanding of the country’s socio-economic situation, (donor) trends, needs and gaps, and who does what and where (3W);
- Strategy development and roll out: Support in developing and reviewing programme strategies and identifying strategic opportunities for expanding Acted ’s work in the country;
- Networking, positioning and general representation;
- Donor relationship and Proposal development;
- Advocacy: (Co-)produce issue papers, advocacy notes, press releases on relevant humanitarian and development issues;
- Communications: Oversee and ensure timely emission of external communication tools/pieces on pertinent programming, approaches, critical issues etc.;
- Promotion of Acted sisters organisations : Keep abreast with and contribute to Acted’s global initiatives and global trends, in particular Impact (REACH, Agora), Convergences and Oxus, integrate them into the country strategy and make linkages with relevant focal points (HQ/regional/national as relevant).
2. Management and Internal Coordination:
- Staff Management;

- Grant Management: Ensure that contractual obligations are met in terms of deliverables as well as narrative and financial reporting requirements;

Expected skills and qualifications
- Higher education (Master)
- Writing skills
- At least 3 years of experience abroad in management positions.
- Knowledge of the area is an asset.

- Experience in community participation, linkage with local authorities

Conditions
- Salary between 3500 and 3600€ monthly (before income tax), depending on the level of education, security level, etc as well as a monthly living allowance of $300

- Flight tickets every 6 months & visa fees covered
- Contribution to the luggage transportation: up to 100 kgs, depending on the length of the contract
