Cette mission exceptionnelle et temporaire, créée en réponse à des audits et enquêtes externes en cours, vise à appuyer Terre des hommes (Tdh) en Égypte dans le renforcement de la redevabilité, la mise en œuvre de mesures correctives urgentes et la stabilisation organisationnelle. Sous la supervision d’une task force basée au siège, le ou la gestionnaire agit comme point focal de la coordination de la réponse aux préoccupations des bailleurs, aux audits et aux enquêtes. Il ou elle ne remplace pas les structures de gestion existantes, mais les complète en assurant le lien entre le bureau pays, le bureau régional et le siège, tout en garantissant la continuité des programmes et des fonctions support. Les missions principales couvrent la gestion de crise et du relèvement, la coordination des audits et des enquêtes, l’assurance aux bailleurs, la gestion des parties prenantes, la gouvernance interne, la conformité, le renforcement des contrôles internes et la stabilisation des services de soutien. Le poste implique également l’élaboration d’un plan de réponse et de relèvement, d’un suivi consolidé des audits, d’un plan d’actions correctives, d’une feuille de route de gestion des risques, de rapports mensuels et d’un rapport final de mission. Le profil recherché est un professionnel ou une professionnelle justifiant d’une expérience préalable obligatoire au sein d’une ONG internationale ou d’une organisation internationale, avec au moins 8 à 10 ans d’expérience pertinente, dont 3 ans minimum dans un poste de gestion ou de coordination couvrant au moins deux domaines parmi les finances, les ressources humaines, la logistique, l’administration ou la conformité. Une expérience démontrée en gestion de crise, en enquêtes, en audits de bailleurs, en relèvement organisationnel ou en renforcement de la conformité est exigée. Une expérience dans la région Moyen-Orient et Afrique du Nord, en particulier en Égypte, est un atout. La connaissance de l’arabe est également appréciée. D’un point de vue académique, un diplôme universitaire en gestion, administration des affaires, finances, administration publique, développement organisationnel, gestion des risques ou un domaine connexe est requis. Une qualification professionnelle dans un domaine de soutien pertinent est considérée comme un plus. La maîtrise de l’anglais est obligatoire, à l’écrit comme à l’oral, et une bonne maîtrise des outils informatiques, notamment Excel à un niveau avancé, est attendue. La connaissance du logiciel SAGA est un plus. Les conditions proposées comprennent un contrat d’expatrié régi par le droit suisse, avec un salaire brut mensuel compris entre 4 600 et 5 000 francs suisses, versé treize fois par an, vingt-cinq jours de congés annuels, le logement et le transport locaux, une assurance santé, accident et rapatriement médical, ainsi que le billet d’avion aller-retour. Le poste est basé au Caire, pour une durée de six mois, avec un démarrage dès que possible.

Context:
This position is established on an exceptional and time-bound basis in response to ongoing external audits and investigations requiring enhanced organizational oversight and coordination.
The assignment is expected to extend over approximately six months, with an initial phase focused on supporting the completion of ongoing audits and investigations, followed by a recovery phase dedicated to the implementation of urgent corrective actions, risk mitigation measures and organizational stabilization.
Responsibilities:
The purpose of this temporary assignment is to support Tdh Egypt and the organization as a whole in the management of ongoing donor audits and investigations, strengthening accountability and implementing timely corrective and risk mitigation measures.
Acting under the oversight of an HQ-led Task Force, the Crisis Response and Recovery Manager serves as the focal point for coordinating the organizational response to donor concerns, audits and investigations. The role supports coun-try and regional management in addressing operational, financial, compliance and reputational risks while maintaining
the continuity of programmes and support functions.
The mission combines crisis management, audit coordination, donor assurance, compliance strengthening, risk mitiga-tion and organizational recovery. It aims to demonstrate Tdh's commitment to transparency, accountability and contin-uous improvement while supporting local management in implementing sustainable corrective measures.
The position does not replace existing management structures but supports and coordinates the organizational crisis response under the authority of the HQ Crisis TaskForce.
The Regional Office remains responsible for supporting and overseeing the Country Office through standard manage-ment, programmatic and operational processes. The Crisis Response and Recovery Manager works in close coordina-tion with the Regional Office and complements existing management structures by focusing on the coordination of crisis response, investigations, audits and recovery measures.
The success of the mission will be assessed through:
Effective management and coordination of ongoing audits and investigations. Timely implementation of corrective and risk mitigation measures.
Strengthened confidence and engagement with donors and external stakeholders. Improved oversight, internal controls and compliance mechanisms.
Stabilization of support services and continuity of operations.
Sustainable transfer of ownership and corrective action follow-up to country management.

Profile :
Education : University degree in Management, Business Administration, Finance, Public Admin-istration, Organizational Development, Risk Management or another relevant field.
Professional qualification in a relevant Support Services field is an asset.
Experience, Skills & Competencies :
Previous experience with an INGO or international organization is mandatory.
Minimum 8-10 years of relevant experience, including at least 3 years in a management or coordination position covering at least two areas among Finance, HR, Logistics, Ad-ministration or Compliance.
Demonstrated experience in crisis management, investigations, donor audits, organiza-tional recovery or compliance strengthening initiatives.
Experience in strengthening Support Services functions, internal controls and compli-ance within a time-bound or transitional assignment.
Previous experience in the MENA region, particularly Egypt, is an asset.
Languages : Excellent written and spoken English is mandatory. Arabic is an asset.
IT know-how : Proficiency in computer tools, including an advanced level of Excel, Knowledge of SAGA is a plus
Salary :
Expatriate contract under Swiss regulations between CHF 4’600.- and CHF 5’000.- Gross/month according to experience x 13 times, Paid leaves: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
