Missions principales

Le Danish Refugee Council (DRC) recrute un Membre d'équipe d'éducation aux risques liés aux engins explosifs (EORE) pour son programme en Libye, au sein du secteur Humanitarian Disarmament and Peacebuilding (HDP). Il s'inscrit dans le projet BRIDGE, financé par l'AICS, en partenariat avec INTERSOS et WeWorld. Le titulaire exécute les activités de lutte antimines selon les SOP de DRC, en coordination avec le Project Manager, le EORE Team Lead et les équipes MEAL, protection et logistique. Il conduit en sécurité les activités d'EORE et d'assistance aux victimes (VA) dans les communautés ciblées, y compris auprès des populations migrantes et dans les écoles. Il collecte des données communautaires, sur les victimes et les accidents, soutient les survivants et leurs familles via des dispositifs d'assistance et des références, et appuie les enquêtes MEAL (impact, KAP, pré/post-évaluation). Il participe à l'élaboration, au test et à la diffusion de supports IEC, organise des campagnes de sensibilisation, anime des sessions EORE et contribue aux formations. Il assure la maintenance des équipements, conduit les véhicules DRC si nécessaire et produit les rapports demandés (formulaires IMSMA, rapports hebdomadaires).

Profil recherche

Le candidat doit disposer d'au moins un an d'expérience en programmes EORE et VA, d'une qualification EORE reconnue attestée par certificat, et de deux ans minimum d'expérience en ONG humanitaire. Une expérience auprès de communautés locales, de réfugiés ou de migrants est requise, ainsi que des compétences avérées en animation de sessions pédagogiques et en communication. La maîtrise de MS Office (Excel, PowerPoint, Word) et une bonne condition physique pour le terrain sont attendues. Sont appréciés : l'expérience en sessions EORE/VA, les formations en action contre les mines, la connaissance de GIS Survey123 ou IMSMA, l'expérience en ONG nationales/internationales et un permis A avec conduite de 4x4. Le poste exige un diplôme de licence en éducation, pédagogie, sciences sociales ou communication, ou un diplôme secondaire avec expérience pertinente. L'arabe natif et un anglais de base sont requis. Conditions proposees

Le contrat est prévu jusqu'au 31 octobre 2027, avec une date de démarrage suggérée au 1er novembre 2026. Le poste est basé à Tripoli et classé en bande NMJ. Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Explosive Ordnance Risk Education (EORE) Team Member.

About the job

The EORE Team Member position is created within the Libya programme team under the Humanitarian Disarmament and Peacebuilding (HDP) sector for the BRIDGE project (Building Resilience through Integrated Services for Displaced and Host Communities in Greater Libya, Enhancing Well-being), funded by the Italian Agency for Development Cooperation (AICS). The project is being implemented in partnership with INTERSOS (Lead agency) and WeWorld.

The team member is responsible for performing all assigned HMA tasks within his/her respective team, based on his/her training and qualifications and as assigned by the Project Manager (PM) and EORE Team Lead. This includes risk education and awareness-raising (EORE), victim assistance (VA) and data collection/ survey, support delivery of various training related to VA and EORE, and advocacy, ensuring full support for DRC’s mine action operations in Libya.

Your main duties and responsibilities will be:

Overall responsibilities:

  • Conduct all assigned mine action (MA) activities safely and in accordance with DRC Standard Operating Procedures (SOPs).
  • Conduct Victim Assistance and EO Risk Education in targeted communities following the operational plan as prepared.
  • Maintain high standards of discipline and conduct, working collaboratively with team members, leaders, and managers.
  • The EORE Team Member reports primarily to the EORE Team Lead on all matters.

Specific tasks:

  • Collect data (community information, victims, accidents, and any other information relevant to the project) from the targeted area.
  • Support EO victims/ survivors and their families, including the delivery of assistive devices and referrals within DRC and beyond.
  • Conduct community liaison activities in the targeted communities/ schools, including migrant communities and schools.
  • Conduct/ support the MEAL team in conducting interviews in the community for impact/KAP/Pre- and Post-assessments.
  • Participate in the elaboration, testing and dissemination of Information, Education, and Communication (IEC) materials to support EORE activities, including identification of new IEC needs.
  • Provide EORE sessions in communities and schools, including migrant communities.
  • Participate in the organisation of public awareness campaigns.
  • Actively participate in training as directed by the Project Manager and EORE Team Lead to enhance technical skills and operational effectiveness.
  • Ensure all assigned equipment is secure, properly maintained, and serviceable; conduct regular checks and report any malfunctions, defects, or losses to the Team Lead and Project Manager.
  • Drive DRC vehicles during operations when required, following organisational and local driving regulations.
  • Be prepared for deployment to other operational areas outside of Tripoli if/ when required.
  • Perform any additional reasonable tasks assigned by the Team Lead or management to support mission objectives.

Reporting:

  • Accurately fill and submit requested reports to the EORE Team Lead (IMSMA forms for risk education, accident and victims, and Weekly report) in line with the reporting schedule.
  • Report to the EORE Team Lead for work assignments and provide updates on task completion, attendance, disciplinary issues, logistics, and security matters.
  • Report to the EORE Team Lead all needs in equipment and tools identified in the field.
  • Report any specific problems that jeopardise the activities and participate in finding solutions.

About you

To be successful in this role we expect you to have At least Minimum 1 year of previous experience in EORE and VA programming.

Moreover, we also expect the following:

Required

  • Recognised EORE Qualification is mandatory, justified with a Certificate of completion.
  • Minimum 2 years of experience in a humanitarian organisation.
  • Experience in working with local community/refugee or migrant’s context.
  • Proven skills in teaching/awareness raising sessions and communications.
  • Good skills in MS Office (Excel, PowerPoint, Word).
  • Physically fit to perform demanding tasks in field conditions.
  • Team Player.

Desirable Experience/ Qualities/ Personal Specification

  • Experience in delivering EORE awareness sessions and/or VA-related activities is an asset.
  • Other qualifications or training courses related to Mine Action are an advantage.
  • Understanding of GIS Survey123 or IMSMA is an advantage.
  • Working experience in national or international NGOs.
  • Valid driving license (Category A), with the ability to operate a 4x4 vehicle in the field, following safety guidelines.

Education:

  • Bachelor’s degree in education or pedagogy, social sciences or communication-related fields.
  • Secondary/ High school diploma in combination with relevant experience.

Languages:

  • Native in Arabic.
  • Basic knowledge of speaking, reading, and writing in English.
