Le titulaire de ce poste d'Officier de Sécurité Terrain aura pour mission principale de garantir la sécurité opérationnelle et de faciliter la mise en œuvre sécurisée des programmes humanitaires de CTG en Libye. Évoluant dans un contexte volatile et fragmenté, il devra assurer une veille contextuelle et une analyse rigoureuse des risques politiques et sécuritaires afin de fournir des recommandations claires et exploitables aux équipes de terrain. Ses responsabilités incluent la gestion des mouvements, la délivrance de briefings de sécurité adaptés, ainsi que la coordination immédiate des réponses en cas d'incident, en étroite collaboration avec les structures de coordination humanitaire telles que l'UNDSS et l'OIM. Il participera également à la simplification et à la mise à jour des procédures opérationnelles standards (SOP) pour renforcer le devoir de diligence de l'organisation.
Pour ce rôle stratégique, le profil recherché doit faire preuve d'un excellent jugement contextuel et d'une forte conscience situationnelle dans des environnements complexes. Le candidat idéal possède une expérience confirmée dans la rédaction et l'opérationnalisation de procédures de sécurité au sein du secteur humanitaire. Une capacité avérée à instaurer une relation de confiance avec des parties prenantes diverses et à gérer des situations de crise, notamment durant les premières heures critiques d'un incident, est indispensable. De plus, d'excellentes compétences en communication écrite et orale sont requises pour traduire des analyses de risques complexes en conseils pratiques pour les équipes opérationnelles. La maîtrise de l'anglais est impérative pour la soumission de la candidature et la rédaction des rapports.
En termes de conditions de travail, ce poste est basé en Libye et requiert une grande flexibilité, avec des déplacements occasionnels dans des zones reculées ou difficiles d'accès. Le professionnel devra être disponible pour travailler selon des horaires irréguliers et fournir un appui d'urgence le week-end ou les jours fériés si la situation sécuritaire l'exige. Le poste est rattaché opérationnellement au Responsable des Opérations Régionales et techniquement au Directeur Global des Risques. OVERVIEW OF POSITION
The Field Security Officer (FSO) provides practical, field-based security support to enable safe and sustained programme delivery in Libya.
Operating in a fragmented and fluid environment, the role requires the ability to interpret evolving conditions, assess risk in context, and translate this into clear, actionable guidance for operational teams.
The FSO supports country teams through risk analysis, movement advisory, incident response, and engagement with relevant security counterparts, while ensuring alignment with CTG’s global risk approach. The role is embedded within operations and contributes directly to planning and delivery, rather than functioning as an administrative or compliance layer.
The FSO contributes to CTG’s Duty of Care by strengthening staff awareness, supporting disciplined incident management, and helping ensure that security considerations are applied in a way that is proportionate, practical, and operationally relevant.
Role objectives
Risk Analysis & Context Monitoring
- Monitor and interpret the evolving security environment in Libya, including political, armed actor, and community-level dynamics, and other factors shaping access and operational risk
- Identify emerging patterns, behavioral indicators, and shifts in risk posture
- Produce concise, decision-oriented updates highlighting what is changing and the operational implications
Operational Support & Movement Advisory
- Advise on staff and consultant movements, including routes, timings, posture, and contingency measures
- Support operational teams in adapting plans based on real-time conditions
- Ensure movement guidance reflects actual field dynamics and constraints
Briefings & Awareness
- Deliver clear, context-specific security briefings and inductions
- Promote situational awareness and practical risk ownership among staff
- Tailor messaging to reflect behavioural patterns and sensitivities in the operating environment
Incident Management & Escalation
- Support immediate response to security incidents, including information gathering and coordination
- Ensure disciplined escalation and clear communication during incidents
- Contribute to After Action Reviews, focusing on root causes, operational impact, and lessons learned
Stakeholder Engagement & Security Interfaces
- Maintain working-level relationships with relevant security counterparts, including client security structures (e.g. IOM), UNDSS, and other coordination platforms as required
- Support coordination with client security teams during movements, incidents, and operational planning
- Provide insight into how formal and informal dynamics may affect access, posture, and delivery
- Ensure engagement remains practical, focused on enabling operations, and aligned with CTG’s role and responsibilities
Security Planning & Documentation
- Support the development and maintenance of practical security procedures, annexes, and guidance aligned with CTG standards
- Ensure documentation reflects operational realities and is usable by field teams
- Contribute to simplifying processes where they create unnecessary operational friction
Capacity Support & Continuous Improvement
- Provide ongoing support and coaching to staff on security awareness and practical application
- Identify recurring issues, gaps, or inefficiencies and propose improvements
- Contribute to strengthening how security is applied operationally, not just documented
Project reporting
The role reports operationally to the Regional Operations Manager and has a functional/technical reporting line to the Global Risk Director.
Key competencies
- Strong contextual judgement and situational awareness.
- Ability to build trust with diverse stakeholders in sensitive environments.
- Demonstrated experience drafting and operationalising security procedures and SOPs in complex environments.
- Ability to support and structure security responses during incidents, including first-hour actions and coordination.
- Strong judgement in dynamic environments, with the ability to translate risk analysis into practical guidance.

This role does not have team management responsibilities
Further information
Travel Requirements: This role requires occasional travel to field locations, including remote or challenging environments. The role will as well require flexibilityto work irregular hours and provide support in emergency situations, including weekends and holidays.
