Missions principales
Le Responsable de programme de zone supervise la mise en œuvre des programmes de NRC à Iriba, avec rattachement technique au Head of Programme. Il/elle assure la coordination et la qualité technique des activités multisectorielles : Shelter/NFI, WASH, Éducation, ICLA et Livelihoods and Food Security, en lien avec le bureau d’Adré et les structures de coordination des camps du HCR. Le poste couvre la programmation intégrée, le cycle de projet, le suivi-évaluation, les évaluations des besoins, la conformité aux bailleurs, la gestion des subventions et la préparation aux audits. Il/elle contribue à la stratégie de financement, suit les allocations BPO et représente NRC dans les forums de coordination. Il/elle promeut les droits des déplacés internes et rapatriés et gère les relations avec les autorités d’accès humanitaire (CNARR, ONAPE) et l’administration provinciale. Il/elle encadre son équipe : effectifs, recrutement, induction, développement, performance et Duty of Care.
Profil recherche
Le candidat doit avoir au moins 3 ans d’expérience à un poste senior de mise en œuvre de projets en contexte humanitaire ou de relèvement, incluant une expérience en environnements complexes, volatils et de réponse aux urgences. Il/elle doit démontrer des résultats documentés, une connaissance de l’analyse de marché, des interventions en espèces et des programmes basés sur le marché. La maîtrise du français écrit et oral est obligatoire, avec un bon niveau d’anglais. Un master en sciences sociales/économiques, développement ou domaine connexe, ou une licence avec au moins 5 ans d’expérience, est requis. La connaissance du contexte de l’est du Tchad et de la réponse aux réfugiés soudanais est un atout, ainsi que les règlements ECHO, NORAD, SDC et BHA. Le poste exige attention aux détails, flexibilité, gestion de priorités concurrentes, esprit d’équipe et vision stratégique. Les compétences comportementales incluent gestion des environnements insécurisés, performance et développement, autonomisation et confiance, initiative et changement, travail avec les personnes et gestion des ressources.

Affectation : Iriba, Tchad. Contrat : 12 mois renouvelable, grade 9 sur l’échelle salariale NRC ; selon le profil, il peut être national/résident ou international/mobile. About the Context
NRC Chad has operated an Area Office in Iriba (Wadi Fira region) since its elevation to Area Office status, delivering a multi-sectoral response to the influx of refugees from Darfur, Sudan, alongside protracted Sudanese refugee caseloads at Ouré Cassoni and surrounding sites. The Area Office implements Shelter/NFI, WASH, Education, ICLA and Livelihoods and Food Security programming, working closely with the Adré field office and UNHCR-led camp coordination structures.
NRC Chad is promoting an integrated programme approach that aims at providing a holistic response to affected people in order to maximise the impact of our intervention. This approach requires strong coordination capacity and technical support to Core Competencies, and close coordination with humanitarian access authorities (CNARR, ONAPE) and provincial administration, in a context shaped by fluctuating access constraints and a fast-evolving caseload

What we are looking for
The Area Programme Manager (APM) is responsible for overseeing the implementation of programmes in their area of operation and represents NRC at programme coordination forums, as delegated by the Area Manager. The APM is under the Area Manager's line management, but has a technical (dotted) reporting line to the Head of Programme (HoP).
What you will do
- Line management responsibilities for directly reporting staff. This includes
- Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
- Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
- Responsible for support to integrated programming, coordination and technical quality across Core Competencies in the area, including Project Cycle Management (PCM), monitoring and evaluation of projects, and high-level technical oversight of needs assessments, studies and evaluations at area level.
- Ensure compliance with donor standards, grant management and regular reporting due from the field office; identify financing opportunities and contribute to the area's financing strategy and forecast.
- Contribute to the management of grants and BPO allocations in the area, and ensure appropriate frameworks are in place for a successful programme and financial audit.
- Liaise and collaborate with relevant local and national authorities and stakeholders, and represent NRC in relevant coordination forums.
- Promote the rights of IDPs and returnees in line with NRC's advocacy strategy.
- Lead engagement with humanitarian access authorities (CNARR, ONAPE) and provincial administration to secure and maintain movement and programme authorisations for the area.

What you will bring

- Minimum 3 years of experience from a senior-level project implementation position in a humanitarian/recovery context
