Le poste est basé à Goma, en République démocratique du Congo, au sein de l’agence catholique pour le développement outre-mer (CAFOD). Le gestionnaire de programme humanitaire dirige les volets programmatique et partenarial de la réponse humanitaire de CAFOD en RDC, dans le cadre du modèle de programme d’écologie intégrale. Ses missions principales recouvrent la gestion du portefeuille humanitaire, la supervision des relations avec les partenaires locaux, la gestion financière et des financements, la représentation interne et externe, le respect des systèmes et de la conformité, la gestion de la sécurité et le management d’équipe. Il contribue également à renforcer les compétences thématiques des partenaires sur l’action anticipatoire, la préparation et la réponse humanitaire, en particulier les transferts monétaires et la protection, en apportant un appui au suivi-évaluation et à la qualité des interventions.

Le profil recherché exige une expérience humanitaire confirmée à un niveau senior, une connaissance pratique des priorités, tendances et conditions des bailleurs institutionnels, ainsi qu’un parcours réussi dans la mobilisation de fonds et la mise en œuvre de projets financés, notamment par ECHO et le Start Fund. Le candidat doit maîtriser les outils de gestion du cycle de programme, l’intégration programmatique, le renforcement des capacités des partenaires et la gestion financière. Une expertise avérée dans les domaines du cash, de la protection, de l’action anticipatoire ou de la préparation/réponse humanitaire est requise. La fonction exige une excellente maîtrise de l’anglais et du français, un leadership solide et la capacité de travailler en réseau avec les équipes programmes, qualité et apprentissage, plaidoyer, communication et finances. Le poste implique des déplacements fréquents, jusqu’à 12 semaines par an, parfois à court préavis et dans des zones potentiellement à risque, et peut amener à remplacer le ou la représentant(e) adjoint(e) pays.

Job Profile

To lead the humanitarian programmatic and partnership aspects of CAFOD’s involvement in DRC, in line with the agreed strategy. CAFOD’s programme work is underpinned by an Integral Ecology Programme Model, in which Programme Strategies are developed with partners to address the causes and symptoms of poverty, inequality and environmental degradation.

The scope of the post falls into the following functions:

  • Lead and manage the humanitarian programme portfolio
  • Overseeing effective relationships with partners
  • Financial and funding management
  • Internal and external representation
  • Systems and compliance
  • Security management
  • People management

Thematic Focus: Complements partners’ thematic understanding on anticipatory action, humanitarian preparedness and response, including cash and protection, contributing to the development of relevant interventions that bring about positive change, offering guidance to the programmes team.

The post-holder will be responsible for building effective working relationships with peers in the International Programmes Group. This role will also need to work closely with other teams across CAFOD including: Programme Quality and Capacity Strengthening Team, Emergency Response and Support Team, Advocacy, Communications & Education Group, and Finance teams.

The post holder will be expected to undertake frequent travel (up to 12 weeks per year) connected with the management of the programme portfolio, and the achievement of strategic objectives. They could also be expected to deputise for the Deputy Country Representative.

Job-specific competencies

  1. Understanding and first-hand experience of institutional funding work/projects, priorities, trends and donor conditions; track record of successful fundraising and implementation of donor-funded work, including ECHO and Start Fund.
  2. Experience using programme cycle management tools effectively to develop and deliver work within an agreed programme framework, including programme integration;
  3. Able and committed to facilitate or support the development of partners’ capacities;
  4. Financial management understanding and experience;
  5. Ability and willingness to travel for approximately 12 weeks per year, sometimes at short notice and to areas of potential risk
  6. Fluent English and French;
  7. Experience, knowledge and understanding of cash programming, protection, anticipatory action, humanitarian preparedness and response. Expertise in one of these areas.
  8. Understanding of key humanitarian trends and previous experience on humanitarian work at a senior level.
