Presentation du poste

Le poste est basé à Jinja/Kampala, en Ouganda. One Acre Fund, organisation soutenant 5,5 millions de petits exploitants agricoles dans neuf pays africains, recrute un/une responsable des finances pour son programme ougandais. La fonction combine l’analyse financière, le suivi budgétaire et la gestion de subventions bailleurs.

Les missions principales : le/la titulaire pilote la planification budgétaire et l’actualisation continue de prévisions glissantes sur cinq ans, en coordination avec la direction pays et le siège. Il/elle élabore des modélisations financières et des analyses de sensibilité pour éclairer les décisions stratégiques, et anime les revues mensuelles budget versus réalisé avec les responsables de départements. Pour les subventions, il/elle garantit la conformité aux exigences des bailleurs, la fiabilité des rapports financiers et le suivi des dépenses engagées. Il/elle gère les modèles de flux de trésorerie afin d’assurer la liquidité des activités restreintes et coordonne les transferts de fonds entre le terrain, la collecte de fonds et la finance globale. En matière de contrôle, il/elle prépare les déclarations fiscales et obligations statutaires ougandaises, facilite les audits internes et externes, et renforce les dispositifs de contrôle interne et de gouvernance.

Le profil recherché : diplôme universitaire en finance, comptabilité ou administration des affaires, qualification ACCA ou CPA (Ouganda), et plus de quatre ans d’expérience en finance, conseil ou appui stratégique. Une expérience confirmée en gestion de subventions multi-devises de bailleurs institutionnels est requise. Le/la candidat(e) devra maîtriser Power BI, Google Sheets et Excel, notamment la modélisation avancée et la visualisation de données pour l’aide à la décision. Dans le secteur du développement agricole, la redevabilité vis-à-vis des bailleurs, la connaissance des réglementations locales et les pratiques de coordination inter-équipes sont essentielles.

Les conditions proposées : CDD de deux ans renouvelable en CDI selon les performances, avec prise de poste dès que possible. Le poste inclut une couverture santé, un logement et divers avantages sociaux. Il est réservé aux citoyens ou résidents permanents de l’Ouganda, du Rwanda et du Kenya. About the Role

You will support the Uganda program with financial analysis, budgeting, and reporting to inform decision-making. In addition, you will collaborate with the Grants Finance team in overseeing the financial aspects of specific Uganda-focused grants, including budgeting, reporting, compliance, and stakeholder engagement.

Responsibilities

Financial Planning and Analysis

  • You’ll lead the development and continuous update of 5-year rolling forecasts and financial models. You will ensure alignment on financial, operational, and impact assumptions between the Country Director and Global Finance to drive informed, long-term strategic decisions.
  • You’ll act as the primary financial advisor for all strategic initiatives, providing rigorous recommendations backed by sensitivity analyses. You will ensure every decision with financial consequences is grounded in Global Finance’s best practices and a deep understanding of potential fiscal outcomes.
  • You’ll direct the monthly financial reporting and Budget vs. Actual (BVA) processes in collaboration with department heads. By providing senior leadership with targeted analysis and performance updates, you will serve as a key partner in managing the Uganda program’s fiscal health and communicating results to stakeholders.

Grants Management

  • You’ll direct the lifecycle of grants by ensuring compliance with donor requirements, overseeing accurate reporting, and continuously enhancing tracking systems and databases for efficiency.
  • You’ll lead the development of donor budget reports and forecasts, monitoring grant spending against budgets to ensure fiscal alignment and proactive performance management.
  • You’ll manage comprehensive fund flow models to guarantee operational liquidity for restricted activities, while acting as the strategic liaison between Finance, Field, and Fundraising teams to synchronize fund transfers and grant progress.

Compliance and Control

  • You’ll lead the preparation and timely filing of all Uganda-specific tax returns and statutory obligations in strict alignment with local regulatory frameworks. You will serve as the primary point of contact for internal and external audits, ensuring seamless reviews through meticulous data organization and documentation.
  • You’ll strengthen the organization’s financial integrity by proactively identifying control weaknesses and risk exposures. You will partner with country leadership and department heads to drive process improvements, seal compliance gaps, and implement robust governance frameworks.

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

  • A Bachelor’s degree in Finance, Accounting, or Business Administration, underpinned by a rigorous command of accounting fundamentals and financial reporting standards.
  • Over 4 years of progressive experience in finance, consulting, or strategic advisory.
  • Full professional qualification in ACCA or CPA (U)
  • Experience managing multi-currency grants from major donors.
  • Fluency in Power BI and Google Sheets with intermediate Microsoft Excel modeling capabilities. Proven ability to architect complex financial models and leverage data visualization to drive executive-level decision-making.
