Le/la Head of Support Services Mozambique, rattaché(e) au Country Representative, assure la coordination stratégique et opérationnelle des fonctions d'appui de WeWorld au Mozambique. Basé(e) à Maputo, avec des visites régulières sur les zones d'intervention, il/elle pilote les départements Finance, Ressources humaines, Logistique et Approvisionnement. Il/elle veille à l'efficacité, la conformité, la redevabilité et la gestion des risques, tout en appuyant la mise en œuvre des programmes dans les secteurs de l'éducation, de la sécurité alimentaire, de la résilience climatique, de la réduction des risques de catastrophes (RRC) et de l'assistance humanitaire, notamment face aux déplacements forcés et aux catastrophes naturelles.
Missions principales
Sous l'autorité du Country Representative, le HoSS encadre et coordonne les équipes support. Il/elle garantit la planification stratégique, le suivi budgétaire, la consolidation des budgets pays et projets, la trésorerie et les rapports financiers conformes aux règles de WeWorld et des bailleurs. Il/elle supervise les audits internes et externes, le suivi des recommandations et les contrôles internes anti-fraude. En RH, il/elle pilote le recrutement, l'induction, la performance, la formation, le bien-être, la sauvegarde et la conformité au droit du travail. En logistique et approvisionnement, il/elle assure la passation de marchés, la gestion des actifs, du parc automobile, des entrepôts, des stocks et des bases, ainsi que le renforcement de la chaîne d'approvisionnement. Il/elle développe des SOP, assure la coordination entre support et programmes, représente WeWorld auprès des partenaires, bailleurs, autorités et auditeurs, et appuie la sécurité opérationnelle.
Profil recherche
Le poste requiert une solide expérience en gestion des services d'appui dans une ONG internationale, idéalement en contexte humanitaire en Afrique. Le profil combine expertise en finance, RH, logistique, achats et conformité bailleurs, avec une capacité avérée à encadrer des équipes multiculturelles, à prioriser les charges de travail et à renforcer les systèmes internes. Une bonne compréhension des procédures de subventions, contrats, audits et gestion des risques est essentielle, ainsi qu'une aptitude à travailler en coordination avec les équipes programmes et les partenaires. Le poste exige rigueur, intégrité, sens de la redevabilité et approche proactive du renforcement des capacités.
Conditions proposees
Le poste est basé à Maputo, au Mozambique, avec des déplacements dans les zones opérationnelles. WeWorld indique qu'il s'agit d'une station familiale (family duty station : oui) sans R&R. Working context
WeWorld has been active in Mozambique since 2000, implementing programmes focused on education, food security, climate resilience, disaster risk reduction (DRR), and humanitarian assistance, particularly in response to natural disasters and conflict-induced displacement.
The Head of Support Services (HoSS) is part of the mission’s management structure and oversees the main support functions, including Finance, HR, Logistics and Procurement. The role works closely with the Country Representative and programme teams to ensure that the mission has the appropriate systems, resources and support in place to effectively deliver its programmes.
Purpose of the Role
The Head of Support Services provides strategic and operational leadership to the mission’s support functions, ensuring efficiency, compliance, accountability and effective risk management across Finance, HR, Logistics and Procurement.
The HoSS ensures that projects are adequately resourced and implemented in line with donor and internal requirements, while strengthening internal systems and staff capacity. The role also contributes to country strategy, budget planning and donor engagement on compliance and financial matters, supporting the mission’s overall sustainability and enabling programme teams to deliver quality interventions.
Main taSks and ResponsIbilities
Strategic Leadership
- Lead, manage and coordinate the Finance, HR, and Logistics & Procurement departments
- Ensure support services are aligned with WeWorld’s country strategy and donor requirements
- Actively contribute to country-level strategic planning, risk management, and institutional strengthening
- Support managers to coordinate activities of teams, ensuring workload is prioritized appropriately
- Supervise and verify that deliverables and timelines related to grants, contracts, vendors, partners, and internal procedures are respected
- Collaborate with Regional Managers to set goals and objectives, identify strategic activities, and design development plans for support services
- Supervise and coordinate archiving of HR, Finance, and Logistics/Procurement documents according to WeWorld guidelines
- Ensure high-level collaboration with relevant stakeholders (technical working groups, partner forums, authorities, communities, vendors, donors)
Financial Management
- Ensure timely and accurate accounting, financial reporting, and expenditure monitoring in line with WeWorld and donor regulations
- Oversee preparation, consolidation, and monitoring of country and project budgets, ensuring proper cost allocation and updates of cost allocation tables
- Maintain and update the country financial plan, ensuring sufficient cash flow and financial coverage for operations
- Ensure financial coverage to implement activities, pay salaries, suppliers, and running costs
- Supervise external and internal audits, ensuring timely follow-up on recommendations
Human Resources (HR)
- Supervise the HR team, ensuring effective recruitment, induction, performance management, and staff development
- Ensure all support services staff receive training according to identified needs and training plans
- Monitor staffing adequacy and structure across Finance, HR, and Logistics & Procurement
- Analyze staffing needs & costs, compensation & benefits, and performance review practices
- Promote staff well-being, safeguarding, and inclusive work environment practices
- Ensure compliance with national labor law, WeWorld policies, and donor requirements
- Supervise compliance with payroll, health insurance, work insurance, and employee benefits
Logistics & Procurement
- Oversee procurement processes in line with WeWorld’s Global Procurement Manual and donor guidelines, from planning to completion
- Supervises operations of logistics and correct application in accordance with WeWorld’s Logistics Manual and Donor Guidelines, in particular assets management, fleet management, warehouse and stock management and Base management
- Strengthen supply chain management to ensure timely and cost-effective procurement and logistics
- Monitor and mitigate procurement risks, ensuring transparency and accountability
- Supervise preparation of procurement and logistics reports in required formats
- Ensure all the Procurement and Logistics tools are in place and correctly used
Systems, Compliance & Risk Management
- Develop, adapt, and enforce Standard Operating Procedures (SOPs) across support departments
- Design systems and routines that strengthen efficiency and collaboration between Finance, HR, and Logistics & Procurement
- Conduct regular reviews and audits to identify inefficiencies or risks
- Ensure strong internal controls and anti-fraud/corruption measures are in place
- Ensure recommendations for improvements are implemented in a timely manner
- Maintain compliance with donor requirements across contracts, grants, and procurement
Safety & Security
- Support the Country Representative in implementation of safety and security measures in line with mission SOPs and global guidelines
- Ensure logistics and administrative systems contribute to staff safety, including base management, fleet tracking, and communication systems
Coordination & Representation
- Ensure effective coordination between support and programme departments
- Represent WeWorld on operational and compliance matters with partners, vendors, auditors, and relevant external stakeholders
- Liaise with HQ/regional finance, HR, and logistics units for technical guidance and alignment
Duties and responsibilities above are not exhaustive and may be adjusted as required by the Country Representative. The role holder may be required to perform any other tasks requested by the Line Manager in line with the position, mission needs, and organizational priorities.
Proper handover must be ensured before the end of the assignment.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Degree in Economics, Political Science or related fields
- Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS)
- Full professional competency in Microsoft Office Suite, especially Word, Excel and Outlook
- Knowledge of written and spoken Portuguese
- Knowledge of written and spoken English
Professional experience
- At least 5-10 year of previous professional experience in similar roles
- Experience in managing donor funded budgets and/or working in project management in development and/or humanitarian aid
- Working experience with AICS/Italian Cooperation and/or EU grants is desirable
- Experience in managing teams, also remotely
- Experience in developing and updating country budgets for donor funded organizations
- Experience in managing operations of (inter-) national NGOS

DESIRABLE REQUIREMENTS
- Previous professional experience in Mozambique and/or Eastern and Southern Africa
- Knowledge of written and spoken Italian
- Given the timing and operational requirements of the role, priority will be given to candidates who can ensure their availability to work in Mozambique within the required timeframe
WHAT WE OFFER
Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract
Economic conditions: according to WeWorld Expatriates Compensation Policy Base Salary (3.190€ - 3.790€ monthly) + Contributions reflecting role complexity and hardship level of the duty station + Housing contribution
