Missions principales

Sous l’autorité du Country Peacebuilding Manager pour la RCA et du Director of Finance au Royaume-Uni, le/la Responsable Finance, RH et Logistique assure la coordination administrative, financière, RH et logistique de la mission. Il/elle garantit le suivi légal et fiscal, la conformité à la législation centrafricaine, l’enregistrement de la mission, la gestion des contrats du personnel national avec le ministère ou la délégation du Travail et de la Sécurité sociale, et la représentation dans les réunions inter-ONG. Il/elle supervise le cycle comptable, la clôture mensuelle, l’archivage SharePoint, la trésorerie, les rapprochements bancaires, les prévisions de trésorerie et les demandes de fonds. Il/elle contrôle les imputations analytiques, prépare les audits internes et externes, suit les budgets et les contrats bailleurs, anticipe les risques financiers, élabore les budgets, les déclarations fiscales et les rapports financiers destinés au siège. Il/elle pilote aussi la chaîne d’approvisionnement, les achats selon les procédures PRAG de l’Union européenne et de Concordis, les équipements informatiques et de communication, et participe à la gestion de la sécurité avec le Country Manager. Il/elle appuie les partenariats et forme les équipes sur les volets financiers, RH et logistiques, tout en promouvant une culture de sauvegarde.

Profil recherche

Le poste exige un master ou une qualification professionnelle en comptabilité, finance, économie, administration des affaires ou domaine connexe, avec au moins 5 ans d’expérience en gestion administrative et financière au sein d’une ONG ou organisation internationale. La personne doit maîtriser les systèmes financiers, la supervision d’opérations financières dans des projets d’ONG et le reporting aux bailleurs internationaux, notamment l’Union européenne. Elle doit faire preuve d’excellentes compétences analytiques, de communication et de rédaction, et d’une capacité avérée à manager, encadrer, évaluer et former des équipes, y compris à distance. Une expérience de supervision des opérations logistiques et RH est attendue. Le français et l’anglais professionnels sont souhaités, avec une excellente maîtrise d’Excel. Enfin, le/la candidat(e) doit démontrer tact, diplomatie et sensibilité culturelle et politique pour négocier avec les autorités locales et les communautés.

Conditions proposees

Le poste est basé à Bangui, en République centrafricaine, avec des visites régulières dans les bases du pays. Il est ouvert aux candidats nationaux et internationaux. La rémunération proposée est de 50 000 à 54 000 € brut, accompagnée de 33 jours de congés annuels, d’un R&R, d’un hébergement partagé en pays et d’un per diem. Le/la titulaire rapporte au Country Peacebuilding Manager pour la RCA et au Director of Finance basé au Royaume-Uni. La durée du contrat n’est pas précisée.

Role Information:

Job Title: Finance, HR and Logistics Manager in the Central African Republic

Location: Bangui, CAR with regular visits to the base(s) in the country

Report: Country Peacebuilding Manager, CAR and the Director of Finance in the UK

Type of contract: This position is open to both national and international candidates

Supervision : Hierarchical management of 3 Hub Finance, Administrative and HR Officers, and a small support team in Bangui

Salary: 50,000-54,000 € gross, 33 days of annual leave plus R&R, in-country accommodation (shared housing) and per diem

Duties and Responsibilities:

He/she ensures legal monitoring, ensures that financial standards are applied in terms of accounting, internal control system and reporting.

The Finance, HR and Logistics Manager provides technical support and strengthens the capacity of the support team under his/her responsibility.

Key Responsibilities:

  1. – Administrative and HR management:

  • Ensure fiscal and legal monitoring of the mission vis-à-vis the country's institutions and ensure compliance with the legislation in force in all the actions of the program
  • Ensure the follow-up of the procedures for registering the mission with the authorities concerned
  • Manage national staff contracts in conjunction with the Ministry or Delegation of Work and Social Security
  • Participate in inter-admin meetings with other NGOs
  • Ensure the recruitment and support of national staff, including members of his team
  • Identify training needs, train and provide technical support to team members
  • Conduct annual appraisal interviews for your team
  • Ensure all new staff receive a comprehensive induction, including mandatory Safeguarding training, and maintain accurate records to confirm completion and compliance
  • Work closely with the Safeguarding Team to promote a strong safeguarding culture and ensure that all safeguarding policies, procedures, reporting requirements, and follow-up actions are implemented and adhered to across the country programme
  1. - Accounting and treasury:

  • Supervise the accounting cycle of the mission
  • Ensure the supervision, control and accounting consolidation of the mission, the monthly accounting closing for sending to the headquarters and supervise the archiving of accounting documents on SharePoint
  • Ensure smooth cash flow control and management
  • Validate cash inventories, bank reconciliations
  • Monitor and manage cash flow in the safe and bank accounts, and ensure that cash requests are anticipated and communicated in advance
  • Compile the cash flow forecasts of the bases and prepare the request for funds at the headquarters
  • Checking analytical assignments and making corrections
  • Ensure the proper preparation of internal and external audits and ensure financial controls
  1. - Finance and Reporting

  • With colleagues associated with the program, use budget tracking reports to forecast future expenditures and recommend reallocation or modification of the agreed budget
  • Analyse financial information, ensure compliance with the mission's financing plans, donor contracts and anticipate possible financial risks
  • Is responsible for ensuring that financial procedures and mission control are respected and updated
  • Ensure the preparation of new budgets and follow up on them
  • Provide technical support to operational and budget holders on financial management
  • Develop and implement procedures and financial monitoring tools
  • Ensure compliance with the country's tax rules, prepare tax returns and make their payments
  • Ensures the training and follow-up of partnerships for financial, HR and logistical aspects
  • Prepare financial reports and submit to the Director of Finance in the UK
  1. -Logistics

  • Ensure the management of the supply chain and logistics
  • Participate in security management with the Country Manager
  • Ensure compliance with the logistics and procurement procedures of the European Union (PRAG) and Concordis International on the mission
  • Manage IT and communication equipment and Concordis leases on the mission
  1. - Qualifications and Skills

  • Master's degree or professional qualification in accounting, finance, economics, business administration or related field
  • Minimum 5 years of experience in administrative and financial management within an NGO/international organization
  • Proven knowledge of financial systems, experience in supervising financial operations in the context of NGO project management, and experience in financial reporting to international donors such as the European Union
  • Excellent financial and analytical skills
  • Excellent communication and writing skills to effectively report on the financial performance of programs
  • Ability to manage teams and demonstrate leadership
  • Ability to assess the finance, HR and logistics skills of the teams, and to train them
  • Experience in supervising logistics and HR operations, including remote team management
  • Full professional skills in French (written and spoken) and English are desirable
  • Excellent command of computer tools, in particular Microsoft Excel
  • Strong communication and presentation skills
  • Ability to interact, communicate and negotiate with local authorities and communities in an open, transparent, constructive, patient and effective manner
  • Ability to grasp sensitive issues related to cultural differences and political issues, and to be able to approach them with tact, diplomacy and sensitivity.
