Missions principales
Le Responsable logistique du NRC en Libye supervise les achats et la logistique selon les standards NRC, les politiques internes et les exigences des bailleurs, en appui aux programmes et au renforcement des capacités logistiques. Il/elle encadre l'équipe, fixe des objectifs alignés sur la stratégie pays et forme le personnel ayant des responsabilités logistiques. Il/elle pilote les analyses de marché et contribue aux budgets, plans d'achat, coûts de transport et règles des bailleurs. Il/elle gère les achats, livraisons directes, stocks, flotte, actifs et assurances. Il/elle renforce la conformité, les contrôles anti-corruption et la gestion des risques via des vérifications ponctuelles, revues d'achats, suivi d'audit et contrôles à distance. Il/elle maintient l'archivage, le reporting et les systèmes de données, dont le WMS et le TMS. Il/elle appuie la préparation et la réponse aux urgences, les partenariats locaux et d'autres priorités logistiques. Enfin, il/elle garantit la conformité des systèmes et opérations au Manuel logistique NRC et aux exigences des bailleurs.
Profil recherche
Le poste exige 3 à 5 ans d'expérience logistique senior (Coordinateur, Conseiller ou Manager) en contexte humanitaire ou de relèvement. Le candidat doit maîtriser la collecte et l'analyse de données, la rédaction de rapports et l'analyse de marché. Il/elle doit faire preuve de leadership, gérer des priorités concurrentes et respecter des délais. Une approche analytique, systématique, collaborative, innovante et adaptable est attendue. L'anglais écrit et parlé est indispensable. Sont un atout : l'arabe, l'expérience en démarrage ou clôture, les règles des bailleurs dont KfW, les systèmes de supply-chain et la gestion à distance. Les candidats doivent être légalement autorisés à travailler en Libye ou en Tunisie ; aucun permis de travail ni sponsoring de visa n'est fourni.
Conditions proposees
Le poste est basé à Tunis, en Tunisie, ou à Tripoli, en Libye. Le contrat est un contrat résidentiel permanent, soumis à financement. Les déplacements peuvent représenter jusqu'à 25 % du temps. La rémunération et les avantages correspondent au grade 9 de la grille NRC. What we are looking for
We’re looking for a strategic,hands-on logistics leader who thrives in complex humanitarian environments and knows how to turn supply-chain challenges into practical solutions. You’ll bring strong experience across procurement, supply chain, fleet, assets, warehousing and compliance, combined with the leadership skills to build capable teams, strengthen systems and drive accountability across multiple locations.

What you will do
Oversee procurement and logistics management in line with NRC standards, policies and donor requirements, while supporting programme/project implementation and strengthening logistics capacity across NRC Libya.
Key responsibilities:
- Lead and manage the logistics team, setting clear goals aligned to country strategy and priorities, provide training and support to staff and line managers with logistics responsibilities, while strengthening capacity across country offices.
- Lead market analysis and contribute to programme/project design, budgets, procurement plans, transport costs and donor requirements.
- Manage procurement processes (including project and country procurement plans), direct deliveries and stock, fleet, assets and insurance, with regular review of supplies delivery.
- Strengthen compliance, anti-corruption controls and risk management through spot checks, asset and fuel verification, procurement reviews, audit follow-up and remote-management controls.
- Maintain effective logistics filing, reporting and data systems, including implementation of the Warehouse Management System (WMS), Tender Management System (TMS) and other supply-chain business systems.
- Support emergency preparedness and response, area-level partnerships and other logistics priorities as delegated by management.
- Ensure country logistics systems, procedures and operations comply with the NRC Logistics Handbook, NRC policies and donor requirements.
What you will bring
- 3–5 years of senior logistics experience (Coordinator, Advisor or Manager) in a humanitarian/recovery context.
- Experience in data collection, analysis and report writing, including market analysis.
- Knowledge of leadership skills and ability to manage competing priorities and deadlines.
- Strong analytical, systematic, collaborative, innovative and adaptable approach.
- Fluency in written and spoken English.
Context-Specific Skills & Experience
- Arabic language skills are an advantage.
- Experience with start-up, exit or similar operations.
- Experience with donor rules and compliance, particularly KfW.
- Suppy-chain business management systems.
- Remote management.
