Missions principales

One Acre Fund recrute un Responsable métreur/économiste de la construction pour piloter le contrôle des coûts de projets d'infrastructure d'environ 8 M USD au Rwanda Institute of Conservation Agriculture (RICA), à Bugesera. Le poste couvre le centre de semences, l'approvisionnement en eau et électricité, ainsi que l'installation d'irrigation des centres pivots. Sous la coordination du Construction Project Manager, le titulaire assure la planification budgétaire, les estimations, les prévisions, les analyses coût-à-terminer et le suivi des dépenses, engagements, variations et réconciliations. Il ou elle conduit des enquêtes de prix, gère les appels d'offres, les relations fournisseurs et les contrats, contrôle les factures et réclamations des entrepreneurs, consultants et sous-traitants, et prépare les rapports financiers. Il ou elle supervise l'Inventory Coordinator pour la gestion des matériaux, la logistique de chantier et la conformité aux procédures d'achat et réglementations de construction.

Profil recherche

Le profil recherché est titulaire d'un bachelor en économie de la construction, métré ou domaine proche, avec au moins 5 ans d'expérience en gestion des coûts sur des chantiers complexes d'environ 8 M USD ou 12 milliards RWF. Une inscription au Rwanda Institute of Quantity Surveyors ou auprès d'une institution professionnelle reconnue est requise. La maîtrise des méthodes de construction, standards de mesure, administration des contrats, procédures d'achat et réglementations du bâtiment est indispensable. La personne doit démontrer des compétences en planification des coûts, suivi budgétaire, analyse des variations, réclamations contractuelles, reporting financier et négociations commerciales. Elle travaille efficacement avec les équipes projet, entrepreneurs, consultants, fournisseurs et collègues des achats. Une bonne pratique des logiciels de métré/estimation, tableurs et outils de gestion de projet est attendue. Le poste exige rigueur, intégrité, coordination, suivi-évaluation et respect des politiques anti-fraude de l'ONG.

Conditions proposees

Le contrat est à durée déterminée de 2 ans, basé à Bugesera, au Rwanda, avec une prise de poste dès que possible. La rémunération n'est pas précisée dans l'offre. About One Acre Fund

Founded in 2006, One Acre Fund equips 5.5 million smallholder farmers to make their farms more productive. About the Role

Seeking an experienced Quantity Surveyor with over 5+ years to manage $8M+ USD in infrastructure projects at Rwanda Institute of Conservation Agriculture (RICA) in Bugesera/Rwanda, ensuring on-time and on-cost construction delivery for One Acre Fund.

Responsibilities

Projects Cost Planning, Budget Control & Value Engineering

Take ownership of cost control and financial performance for the RICA Seed Centre construction project, bulk utilities ( water and electricity) supply, and pivot center irrigation installation project, ensuring delivery within approved budgets and timelines.
Lead cost planning, estimation, forecasting, and cost-to-complete assessments to support informed projects decisions.

Quantity Surveying, Tendering & Commercial Management

Conduct market price surveys and engage suppliers, manufacturers, and dealers to validate pricing, assess market trends, and secure competitive rates.
Maintain accurate commercial records and correspondence, ensuring compliance with contractual obligations, procurement procedures, and relevant construction regulations.

Construction Cost Monitoring & Implementation Oversight

Monitor project expenditure, commitments, variations, and forecast costs against approved budgets, recommending corrective actions where necessary.
Coordinate material ordering and cost oversight with the relevant project teams to support efficient utilisation, minimise waste, and maintain construction progress.

Financial Reporting, Payments & Contract Reconciliation

Prepare and maintain project cash-flow forecasts, cost-to-complete projections, and regular financial reports highlighting variances, risks, and decisions required.
Review contractor, consultant, and subcontractor payment claims with the project team, verifying completed works, contractual entitlements, and supporting documentation.

Inventory Control, Team Coordination & Compliance

Supervise the Inventory Coordinator to ensure construction materials are accurately recorded, appropriately stored, and managed in line with project requirements.
Monitor material receipts, issues, balances, and usage records through the Inventory Coordinator, investigating discrepancies and supporting accurate reconciliation.

People & Stakeholder Management

Directly supervise and support the Inventory Coordinator, providing clear priorities, guidance, and accountability for accurate inventory management.
Collaborate closely with the Construction Project Manager, construction supervision team, procurement colleagues, contractors, consultants, and suppliers to achieve project cost and delivery objectives.

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

Bachelor’s degree in Quantity Surveying or a closely related field.
At least 5 years of relevant quantity surveying experience, including cost management on construction projects of comparable scale and complexity, with a value of approximately USD 8 million or RWF 12 billion.
Registration with the Rwanda Institute of Quantity Surveyors or another recognised professional quantity surveying institution.
Strong understanding of construction methods, measurement standards, contract administration, procurement processes, and applicable building regulations.
Works effectively with project teams, contractors, consultants, suppliers, and procurement colleagues.
Demonstrated experience in cost planning, budget monitoring, contractor claims, variation assessments, financial reporting, and commercial negotiations.
Experience using relevant quantity surveying and cost-estimation software, spreadsheets, and project management tools.
