Le Global MEL Manager/Senior Manager supervise le suivi, l’évaluation et l’apprentissage (MEL) des programmes de One Acre Fund en Ouganda, au Nigeria et en RD Congo. Il encadre directement les trois responsables MEL pays (objectifs, performance, développement). Il veille à la qualité des enquêtes, examine les analyses et supervise les rapports et recommandations fondées sur des données probantes. Il participe aux comités de pilotage pays, présente les résultats MEL et promeut une culture de décision axée sur les données. Il gère les budgets MEL, concilie croissance et qualité des données, et applique les orientations globales. Il pilote aussi les systèmes transverses de l’équipe MEL mondiale : SOP, outils de gestion de projet, gestion des connaissances, archivage, versionnement, planification et coordination. Il conçoit et anime l’intégration des nouveaux collaborateurs et les formations non techniques. Enfin, il représente l’équipe dans les instances mondiales et contribue à la stratégie du département.
Le poste exige une solide maîtrise des méthodologies quantitatives et qualitatives : conception d’outils de collecte, mise en œuvre d’évaluations, analyse statistique et reporting. Une expertise des designs expérimentaux et quasi expérimentaux est requise, notamment les essais randomisés contrôlés, l’appariement sur score de propension et les doubles différences. Une pratique courante de Stata et R est indispensable. Le candidat doit aussi maîtriser la gestion de projet et la gestion du changement pour sélectionner, déployer et faire adopter des systèmes et outils par des équipes réparties. Une solide expérience en gestion des connaissances est nécessaire pour structurer documentation, versionnage et systèmes d’information dans un environnement multi-pays. Enfin, le poste implique le management à distance de collaborateurs dans plusieurs pays et fuseaux horaires : leadership, communication et capacité à développer les équipes sont essentiels.
Le poste est à pourvoir dès que possible à Minna (Nigeria), Jinja (Ouganda) ou Kinshasa (RD Congo), avec possibilité d’affectation dans un autre pays d’intervention selon le profil. Seeking an experienced MEL manager to lead monitoring, evaluation & learning across our Uganda, Nigeria, and DRC programs and own the systems and operations that help the entire Global MEL team deliver consistent, high-quality evidence at scale.
