Le Norwegian Refugee Council recrute un Responsable Produit IA pour l’initiative CLEAR, qui développe des systèmes d’information humanitaire ouverts et fédérés. Sous la direction du AI Lead, le titulaire traduit les objectifs du projet en produits numériques concrets pour la réponse aux crises et l’action anticipatoire. Il transforme des signaux fragmentés — observation de la Terre, flux de conflits, rapports de terrain, informations de marché — en analyses exploitables pour déclencher des actions précoces.
Profil recherche
Le poste requiert 5 à 7 ans d’expérience en gestion de produit dans la technologie, les données ou la transformation numérique, avec un succès dans le lancement et la mise à l’échelle de produits complexes. Le candidat doit faire le pont entre équipes techniques et non techniques, traduire les besoins utilisateurs en exigences opérationnelles et les enjeux technologiques en solutions concrètes. Il maîtrise Agile, les API, le cloud, les frameworks produit, la cartographie des récits utilisateurs, la priorisation, les OKR, la recherche utilisateur, les tests d’utilisabilité et le design centré humain. Il est à l’aise avec les indicateurs et les décisions fondées sur les données. Sont aussi attendus la gestion de projets multi-acteurs, l’expérience en livraison (adoption, mesure, gouvernance, partenariats), la gestion de fournisseurs, ainsi que des connaissances en data science, machine learning et IA. L’éthique des données, la confidentialité et l’IA responsable auprès de populations vulnérables sont essentielles. Une expérience humanitaire et des mécanismes de coordination sont un atout.
Conditions proposees
Le contrat est un remplacement temporaire de deux ans, avec jusqu’à 10 % de déplacements. Le poste est basé à Oslo, dans les bureaux de représentation du NRC (hors Genève et Washington, DC), dans les pays approuvés pour l’Employer of Record ou d’autres pays où le NRC opère, à ±2 heures de l’heure d’Oslo. La rémunération correspond au grade 9 de l’échelle salariale Résident du NRC. NRC is hiring an experienced Product Manager for the CLEAR Initiative to help build the next generation of humanitarian information systems and turn complex, fragmented crisis data into insights that enable humanitarian teams to act earlier - and potentially save lives.
CLEAR is building open infrastructure for crisis emergency response and anticipatory action. Across the humanitarian sector, critical signals such as earth observation data, conflict feeds, field reports, and market information often sit across dozens of disconnected tools and formats. By the time these signals are brought together, the window for early action may already have passed. CLEAR is designed to change that. The initiative is developing a shared, open and federated platform built for - and owned by - the humanitarian sector. By connecting diverse data sources and transforming them into actionable insights, CLEAR aims to close the gap between insight and action when every moment matters.
As AI Product Manager, you will be at the heart of turning this vision into reality. Working under the strategic direction of the AI Lead, you will translate CLEAR’s objectives into practical digital products that support real-world humanitarian crisis response. This is an opportunity to work at the intersection of AI, product development, data and humanitarian action - helping build technology that enables the sector to see emerging risks sooner, make better-informed decisions and act within the critical window before a crisis peaks.

What you will do:
- Drive product delivery and adoption - own the coordination, sequencing, prioritiziation and rollout CLEAR’s multiple products.
- Turn strategy into action - translate the project’s vision and objectives into clear product priorities, requirements and deliverables.
- Connect research and engineering - create a seamless bridge between emerging research, technical development and practical humanitarian applications.
- Bring people together - align internal and external stakeholders around priorities, timelines and product outcomes.
- Keep delivery moving - manage the operational aspects of product development, identify dependencies and remove barriers to progress.
- Build for humanitarian impact - ensure that CLEAR’s digital solutions are not only technically strong, but genuinely useful to the teams responding to crises on the ground.

What you will bring:
- 5–7 years’ product management experience in technology, data or digital transformation.
- Proven success launching and scaling complex digital products from concept to implementation.
- Strong ability to bridge technical and non-technical teams, translating technology into user needs and operational requirements into technical solutions.
- Practical knowledge of Agile, APIs, cloud platforms and modern software development.
- Proficiency in product management frameworks and tools, including user story mapping, prioritisation and OKRs.
- Experience with user research, usability testing and human-centred design.
- Strong data literacy, including defining metrics, interpreting analytics and making data-informed decisions.
- Experience leading multi-stakeholder projects and managing diverse technical and non-technical audiences.
- Proven programme/delivery management experience across areas such as adoption, measurement, governance and partnerships.
- Experience managing external suppliers, including scope, quality and handover.
- Working knowledge of data science, machine learning and AI.
- Understanding of data ethics, privacy and responsible AI, particularly when working with vulnerable populations.
- Experience in humanitarian operations and an understanding of field realities and coordination mechanisms is an asset.
- Familiarity with open-source licensing and digital public goods is an asset.
What we offer:
- Duty station: NRC Head Office in Oslo, NRC Representation Offices (excluding Geneva and Washington, DC), approved Employer of Record (EoR) countries, and other countries where NRC operates, provided they are within ±2 hours of Oslo time.
- Contract: Temporary Cover (2 years).
- Travel: Up to 10%.
- Salary/benefits: grade 9 on NRC’s Resident salary scale, with accompanying terms and conditions.
