Le Responsable Régional FAST assure le pilotage régional du programme FAST de VisionFund, dédié aux groupes d'épargne et à l'octroi de prêts spécifiques à ce type de clientèle. Il accompagne les institutions de microfinance (IMF) dans les pays d'Afrique de l'Ouest lors des phases de test et de déploiement du produit FAST. Il s'appuie sur les supports existants, qu'il adapte au contexte régional, tout en développant de nouveaux outils pour renforcer l'atteinte des groupes d'épargne. Il est responsable de la qualité, des capacités et de la mise en œuvre du programme à l'échelle régionale, avec un lien fonctionnel avec les responsables locaux du produit FAST. Il contribue également à l'amélioration des plans opérationnels annuels, à l'analyse des résultats des pilotes et à la planification des effectifs, dans une perspective business et de croissance durable.

Le profil recherché cumule 8 à 10 ans d'expérience professionnelle internationale en développement, idéalement dans les domaines des groupes d'épargne, des moyens de subsistance, de la microfinance ou de la finance digitale. Une connaissance solide de la méthodologie des groupes d'épargne est indispensable. Le candidat doit être orienté vers les résultats, avec une capacité démontrée à introduire de nouveaux produits ou services et à gérer des projets incluant le suivi financier et le reporting. Une spécialisation en microfinance, en particulier dans le crédit de groupe et les activités « down market » (populations vulnérables, réfugiés, communautés rurales isolées) est requise. Le poste exige également une expérience probante en matière d'influence et de plaidoyer auprès de partenaires internes et externes : création de partenariats, conduite de changements, interventions lors d'événements, webinaires et conférences. Enfin, le candidat doit être parfaitement bilingue : locuteur natif français avec excellent anglais, ou locuteur natif anglais avec excellent français.

Le poste est basé au Sénégal, avec des déplacements fréquents dans des zones rurales très reculées et potentiellement à risque, notamment au Mali. Here’s where you come in:

FAST (Finance Accelerating Savings group Transformation) is VisionFund’s program to offer financial services to saving groups. The flagship product, the FAST loan, follows a methodology, specifically designed to the target saving groups/VSLAs. This position’s purpose is to support and guide VisionFund MFIs during the pilot and roll out of this product, focussing on West African countries. We have already developed standards regarding product process, training materials and various guidance materials. FAST is a core pillar of VisionFund´s 2030 Our Promise Strategy to reach 10 million clients. FAST is a global business line and responsible to reach 2 million clients by 2030 working with and beyond the VisionFund network, leveraging on existing and upcoming technologies for saving groups.

As the FAST Regional Manager, West Africa Region, VisionFund International, you will use and translate the existing materials, as well as develop new materials to support MFIs (microfinance institutions) to increase their reach of savings groups. Each local VisionFund MFI has a local FAST product manager who has a dotted line into the FAST Regional Manager. As the FAST RM you will be responsible for the quality, capacity and implementation of the regional FAST program.

Requirements include:

  • At least 8-10 years of professional experience in development work internationally, across various countries and different cultural contexts. (preferably with saving groups / livelihoods / microfinance, digital finance)
  • Knowledge of Savings Group methodology
  • Business focused, with ability to improve annual operational plans and advise on product pilots, results analysis and workforce plans
  • Proactive and adaptable, with experience of introducing new products or services
  • Project management experience is required, including financial monitoring and reporting
  • Microfinance specialist with majority of experience in group lending, proven experience in “down market” activities such as vulnerable populations e.g. refugees, rural remote communities etc.
  • Must be able to travel for work in very remote/rural areas and potential high-risk areas such as Mali
  • Must have a proven track record of engaging and influencing leaders externally and internally – e.g. building new partnerships, leading change, introducing new products/services and speaking at events, webinars and conferences
  • Native French speaker with excellent English or native English speaker with excellent French
