Missions principales

Le Responsable Sécurité et Accès pilote les fonctions de sécurité, sûreté et accès humanitaire de GOAL au Soudan. Il/elle élabore et met en œuvre les stratégies, politiques et procédures en matière de sécurité et d’accès, conseille la coordination sur les risques et les mesures d’atténuation, et réalise des évaluations de risques, audits et visites terrain. Il/elle assure une veille constante de l’environnement opérationnel, produit des analyses et rapports d’incidents, et veille à la conformité aux standards organisationnels. En lien avec les autorités locales, les communautés, les partenaires et autres acteurs, il/elle entretient des relations de confiance favorisant l’accès. Il/elle forme le personnel et les partenaires, gère les systèmes d’information sécurité, et encadre l’équipe Sécurité & Accès. Il/elle contribue à la préparation aux urgences, aux plans de contingence et aux évaluations de risques programmatiques, en soutien aux programmes nutrition, santé, WASH, sécurité alimentaire et moyens d’existence.

Profil recherche

Le poste requiert au moins 5 ans d’expérience en sécurité/sûreté dans le secteur humanitaire, une certification Security Management Level 4, et une expérience avérée de direction d’une fonction sécurité au niveau pays. La maîtrise de l’élaboration et de la mise en œuvre de plans de gestion des risques de sécurité (SRMP) est indispensable, tout comme l’expérience en environnements à haut risque et touchés par des conflits. Le candidat doit avoir animé des formations et présentations, et maîtriser SharePoint, Power BI, Microsoft Teams et Office. Il/elle fait preuve de communication, d’analyse et de rédaction de rapports. Les compétences clés incluent la pensée stratégique, la résolution de problèmes, le leadership et le développement d’équipe, l’évaluation des risques, l’engagement des parties prenantes, la prise de décision sous pression, l’influence, la sensibilité culturelle, la planification et l’organisation, ainsi que la capacité à travailler en autonomie et à gérer des priorités concurrentes.

Conditions proposees

Le contrat est d’une durée de 12 mois, basé sur une zone couvrant le Soudan, le Soudan du Sud et Khartoum. GOAL Sudan Country Programme

GOAL has been responding to humanitarian and development needs in Sudan since 1985. Operating in North Darfur, South Kordofan and White Nile State, our team support conflict-affected populations through integrated programmes in nutrition, health, WASH, food security and livelihoods - with women’s empowerment and protection mainstreamed throughout. Delivered by a team of 200 + people, we are committed to meeting humanitarian needs whilst also investing in longer-term community development.

Job Purpose

The Safety & Access Manager is responsible for leading GOAL Sudan’s safety, security, and humanitarian access functions. The role supports the safe delivery of programmes by providing guidance on risk management, security systems, and operational access. Working closely with senior management, programme teams, and external stakeholders, the postholder will help ensure staff can operate safely and effectively in complex environments.

Key Responsibilities

  • Lead the development and implementation of safety, security, and access strategies and procedures.
  • Advise management on security risks, access challenges, and mitigation measures.
  • Conduct security risk assessments, audits, and field visits.
  • Monitor the operating environment and provide regular security updates and analysis.
  • Oversee security incident reporting and response processes.
  • Build and maintain relationships with local authorities, communities, partners, and other stakeholders.
  • Deliver safety, security, and access training to staff and partners.
  • Ensure compliance with organisational safety and security policies and standards.
  • Maintain security information systems, records, and reporting tools.
  • Lead and develop the Safety & Access team, including mentoring and capacity building of national staff.
  • Support emergency preparedness, contingency planning, and programme risk assessments.

Experience & Qualifications

  • Minimum 5 years’ experience in safety and security roles within the humanitarian sector.
  • Security Management Level 4 Certification.
  • Experience leading or managing a country-level safety and security function.
  • Experience developing and implementing Security Risk Management Plans.
  • Experience working in high-risk and conflict-affected environments.
  • Experience delivering training and presentations.
  • Working knowledge of SharePoint, Power BI, Microsoft Teams, and Microsoft Office.
  • Strong communication, analytical, and report-writing skills.
