Missions principales
Le Manager – Transformation de la chaîne d’approvisionnement sanitaire appuie inSupply Health, firme est-africaine affiliée à JSI, dans la conception et la mise en œuvre d’interventions innovantes de chaîne d’approvisionnement et logistique de santé dans ses pays d’opération. Il/elle travaille avec les ministères de la Santé, agences publiques, clients privés, ONG, bailleurs et partenaires pour identifier les goulots d’étranglement et co-concevoir des solutions durables améliorant efficacité, efficience et résilience des chaînes d’approvisionnement. Il/elle assure la coordination de projets pays, l’allocation appropriée des ressources, le respect des échéances et la qualité des livrables. Il/elle fournit un leadership technique et fonctionnel aux Analystes et Senior Analysts, impulse le mentorat, le développement des compétences et l’assurance qualité. La fonction pilote l’analyse de données qualitatives et quantitatives, la résolution de problèmes fondée sur les preuves, les modèles IMPACT et les revues de données pour l’adaptation continue. Elle renforce l’engagement des parties prenantes, l’adoption d’approches innovantes, la digitalisation des LMIS, les tableaux de bord, les outils avancés de quantification et les modèles de distribution. Elle contribue au développement commercial via veille, réponses aux appels d’offres, propositions et concepts, et documente les leçons apprises.
Profil recherche
Profil expérimenté en systèmes de santé publique, mise en œuvre de santé numérique et approches « data-to-decision » en contextes à faibles ressources. Solide expérience de gestion de projets de chaîne d’approvisionnement sanitaire, coordination multipartite et travail avec ministères, bailleurs et partenaires. Capacité avérée à fournir leadership technique, mentorat et assurance qualité à des équipes d’analystes. Maîtrise de l’analyse de données, du suivi-évaluation, de l’apprentissage adaptatif et des méthodologies d’amélioration continue. Connaissance des LMIS, outils de quantification, distribution des produits de santé et intégration aux systèmes nationaux. Compétences en développement commercial, élaboration de propositions et gestion de relations clients. Excellente communication, sens de l’innovation et approche centrée sur les personnes. Le poste est réservé aux ressortissants kényans.

Job Summary
inSupply Health is seeking an experienced and dynamic Manager –Health Supply Chain Transformation to lead and support the design and implementation of innovative health supply chain interventions across our operating countries.
The Manager will work closely with Ministries of Health, government agencies, private-sector clients, NGOs, donors and other partners to identify supply chain challenges and co-design practical, sustainable solutions that improve the efficiency, effectiveness and resilience of health supply chains.
The role will provide technical and functional leadership to Analysts and Senior Analysts working across health supply chain projects, while providing coaching, mentorship and quality assurance to ensure high-quality technical delivery. The successful candidate will also contribute to business development by identifying new opportunities, developing technical approaches and supporting proposals and other business development activities.
Responsibilities:
1. Project Implementation and Coordination:
Manage in-country project implementation, identify supply chain challenges, and co-design solutions with MOH, clients, and other stakeholders to enhance supply chain performance, ensuring appropriate use of resources to deliver quality outcomes and milestones in a timely, cost-effective, and responsive manner.
2. Functional Leadership, Team Development and Technical Quality Assurance:
Provide functional and technical leadership to Analysts and Senior Analysts working across projects, coordinate domain inputs, and provide coaching, mentorship and guidance to maintain high standards of technical delivery. Support staff performance, career development and capability building, and provide technical quality assurance at key project milestones to ensure that work meets inSupply Health's standards and client expectations.
3. Data Utilization and Analysis:
Lead data-driven problem-solving initiatives, analyse qualitative and quantitative data, and present findings to diverse audiences to inform supply chain improvements and project decision-making. Implement IMPACT team models and frameworks in data review meetings and promote the use of evidence and insights to support adaptive management and improved supply chain performance.
4. Stakeholder and Client Engagement:
Build and maintain effective relationships with Ministries of Health, government institutions, NGOs, donors, clients and other partners to promote data utilisation and evidence-based decision-making. Advocate for the adoption of innovative and sustainable approaches to improve supply chain performance and efficiency, and support the Project Director/Lead and Project Manager in managing significant client issues and escalations.
5. Innovation and Continuous Improvement:
Foster a culture of innovation and continuous improvement, integrating human-centred design, quality improvement and other appropriate methodologies to strengthen tools, approaches and strategies.
- Identify opportunities for digitalisation, including transitioning to digitised LMIS and dashboards.
- Explore advanced quantification tools and health products and technologies distribution models.
- Support integration with national health supply chains.
- Surface potential innovations and advanced technical insights for consideration by the PMU.
6. Business Development and Growth:
Lead in scouting for new projects and business opportunities within the health supply chain and health systems transformation space, contributing to responses to RFPs, proposals, concept notes and other business development activities. Develop technical approaches and solutions for new opportunities, build relationships with potential clients and partners, and identify opportunities to expand existing engagements and contribute to inSupply Health's growth and reputation.
7. Performance Monitoring and Adaptive Learning:
Oversee and support data collection, regular data review and analysis of project and programme monitoring indicators, facilitating adaptive learning sessions and evidence-based decision-making. When assigned as Project Manager, monitor overall project implementation progress, delivery risks, budget performance and achievement of results, ensuring timely corrective actions and escalation where required.
8. Knowledge Management and Technical Thought Leadership:
Capture, document and share technical insights, lessons learned, good practices and innovations across projects. Contribute to the development of technical tools, methodologies, reports, knowledge products and presentations that strengthen the Supply Chain Transformation function and inSupply Health's technical reputation.
9. Project Management:
When assigned as Project Manager, the position will assume responsibility for day-to-day project delivery, coordination, performance and achievement of results. The role will also contribute to business development, stakeholder engagement, innovation and continuous improvement to strengthen the growth, impact and reputation of inSupply Health.
Qualifications:
- A Bachelor's degree in Pharmacy, Public Health, Healthcare Supply Chain or a related field. A Master's degree in a health-related field is preferred.
- At least 7 years of experience in global health or development, including at least 5 years of experience in health supply chain management.
- Demonstrated experience across a range of health supply chain programmes.
- Strong technical experience in areas such as:
- Forecasting and supply planning
- Health Supply chain assessments
- Logistics Management Information Systems (LMIS)
- Inventory management
- Storage and distribution solutions
- Health supply chain strengthening
- Experience working with Ministries of Health, NGOs, donors and other development partners.
- Relevant professional certification in supply chain management, project management or a related field, such as APICS CSCP or PMP, is preferred; membership in a relevant professional body is required where applicable
- Experience in social marketing, healthcare social enterprise, start-up or NGO health programmes is highly desirable.
- Demonstrated experience in project management, business development and/or client relationship management.
- Excellent oral and written communication, influencing, networking and relationship-building skills.
