Missions principales

Sous la coordination du chef de projet, le/la spécialiste appuiera la mise en œuvre du programme conjoint au Niger, centré sur les chaînes de valeur du niébé, de l’arachide et du maraîchage. Il/elle contribuera à installer et opérationnaliser 25 unités de transformation agroalimentaire solaires, à développer 5 produits à valeur ajoutée et à renforcer les capacités de 600 femmes et jeunes en transformation, qualité, hygiène, conditionnement, stockage, gestion d’entreprise et accès aux marchés. Il/elle formera et accompagnera 40 relais communautaires et 6 agents de santé municipaux, et appuiera la mise en place de 15 CNMVG. Ses missions incluent l’évaluation des opportunités de transformation, la conception et l’installation d’unités, l’appui aux tests produits, la facilitation des liens de marché, le développement des chaînes de valeur et le dialogue public-privé. Il/elle diagnostiquera les barrières financières, promouvra l’éducation financière et l’entrepreneuriat, et contribuera au suivi-évaluation, à l’apprentissage et à la gestion des connaissances, en produisant des rapports et une documentation de transfert.

Profil recherche

Diplôme de niveau Bac+4/5 (licence ou master) et au moins 3 ans d’expérience dans le domaine de la transformation agroalimentaire, du développement d’entreprises ou des chaînes de valeur agricoles. Une expérience en contexte humanitaire ou de développement en Afrique, notamment au Niger, est un atout. Le poste exige une solide capacité à former des groupes de femmes et de jeunes, à analyser les contraintes de financement, à accompagner des organisations de producteurs et à faciliter la coordination multi-acteurs. La maîtrise des approches genre, protection et inclusion est attendue. Une aptitude à intégrer nutrition, résilience climatique et WASH est attendue. Des compétences en suivi-évaluation, rédaction de rapports, gestion de projet et dialogue institutionnel sont indispensables. La maîtrise du français est requise ; la connaissance des langues locales et de l’anglais serait un plus.

  1. Background

The International Development Company, a research and development firm headquartered in Canada, is seeking several experts to implement a project in Niger

II – Objective of the assignment

The assignment requires support to:

  • install and operationalize 25 solar-powered agro-processing units;
  • develop at least 5 value-added products from cowpea and peanuts;
  • train 600 women and youth on processing, quality, hygiene, packaging, storage, business management, and market linkages;
  • train and support 40 community relays and 6 municipal health workers;
  • establish 15 Community Nutrition Monitoring and Vigilance Groups (CNMVGs);
  • strengthen local institutions, producer organizations, and entrepreneurs through assessments, training, and public-private dialogue;
  • diagnose financial barriers and develop financial inclusion mechanisms;
  • produce high-quality reports, evidence, and handover documentation.
  1. Expected outcomes

The four expected outcomes of the programme are:

  1. Outcome 1. The productivity and resilience to climate change of cowpea, peanut and market gardening production systems are strengthened in the departments of Dakoro and Gazaoua through the adoption of sustainable and climate-smart agricultural practices.
    1. Outcome 2. The technical, entrepreneurial and organizational capacities of 50 producer organizations (POs) led or led by women and young people are strengthened, with a view to optimizing production, processing, marketing and access to financing in the targeted value chains.
    2. Outcome 3. The diet and nutrition of 24,500 people is improved, including through school canteens, thanks to the increased consumption of local products with high nutritional value.
    3. Outcome 4: The Institutional frameworks are strengthened at local and national levels to create an inclusive environment conducive to sustainable and coordinated implementation of food systems initiatives, including for the promotion of targeted value chains and the improvement of food and nutrition security.

The Joint Programme is aligned with axis 3 (“Development of production bases for economic sovereignty”) of the national vision for the refoundation of Niger, as well as with agricultural and rural development policies and strategies, and with the United Nations Sustainable Development Framework (UNSDCF 2023-2027). It contributes to operationalizing the Niger Food Sovereignty Support Program (PASA-Niger, 2025-2027) jointly developed by the Government of Niger and the United Nations.

The program will contribute to the following Sustainable Development Goals (SDGs):

  • SDG 5 –Gender equality
  • SDG 8 – Decent work and economic growth
  • SDG 10 –Reduced Inequalities

The program will act in complementarity and synergies with other programmes and initiatives that promote agrifood value chains, and financial inclusion of women and youth.

It operates across four complementary and interrelated levels:

  • Pathway 1 – Agricultural Resilience and Productivity: Strengthening the productivity and climate resilience of cowpea, peanuts and market gardening.
  • Pathway 2 – Economic inclusion of women and youth: Economically empower women and youth through inclusive value chains.
  • Pathway 3 – Nutrition and consumption of local agricultural products: Improve the nutrition of rural populations through increased consumption of local products.
  • Pathway 4 – Institutional anchoring and coordination of actors: Strengthening the institutional environment and multi-actor coordination to ensure the sustainability and local ownership of the actions carried out.

IV – Minimum Qualifications/ Experience

Education level: Bachelor's degree (BAC+4 or 5) with a minimum of 3 years of experience in the field of expertise

  • Assess processing opportunities for market garden products, cowpea, and peanuts.
  • Design and support installation of small processing units.
  • Support development and testing of value-added products.
  • Train women's and youth groups on processing, packaging, quality standards, and business management.
  • Facilitate market linkages for processed products
  • Support value-chain development initiatives.
  • Facilitate public-private dialogue on market access and local procurement.
  • Assess financing constraints affecting women and youth entrepreneurs.
  • Promote financial literacy and entrepreneurship training.
  • Contribute to Monitoring, Evaluation, Learning and Knowledge Management
